About the Program and Position

The Transitional Foster Care Program for Unaccompanied Children (UC) is overseen by the Office of Refugee Resettlement (ORR). It ensures the well‑being and safety of unaccompanied children (ages 0‑17) who cross the U.S. border without an adult. The program places children in foster homes while searching for and assessing potential sponsors identified in the U.S. During their stay, we provide medical care, case management, life‑skills classes, and mental‑health services.

Under the supervision of the Director of Case Management, the Assistant Director of Case Management will assist in overseeing Case Managers within the Unaccompanied Children Program, audit case‑management quality, and maintain high‑standards of service delivery.

Responsibilities
  • Coordinate and oversee each minor’s initial intake requirements, assessments, individual service plan, family reunification, and discharge.
  • Train, supervise, and manage daily operations of up to 12 Case Managers at a given time.
  • Provide case‑management services for the children assigned to your team; carry a small caseload.
  • Submit daily ORR required reports and ensure all services are properly documented in each case file and UC Portal.
  • Respond to client emergencies within or outside of scheduled work hours.
  • Provide weekly supervision to each Case Manager.
  • Participate in weekly staffing meetings with Clinicians, Case Coordinators, and other ORR staff.
Required Experience
  • Master’s degree in relevant behavioral/social sciences field preferred.
  • Bachelor’s degree in social work, counseling, education or other human services profession required.
  • NYC ACS or private agency child welfare experience required.
  • Familiarity with OCFS, OPWDD, OMH, the ORR Network, and other relevant municipal and state agencies.
  • Strong skills in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Experience with Google Workspace is a plus.
  • Flexibility to work when families are available meet.
  • Ability to work well with people from many cultures including recent immigrants, non‑English speakers, and LGBTQ children.
  • NYS Driver’s License preferred.
  • Ability to travel to other agency locations.
  • Bilingual preferred – English/Spanish, English/Creole, English/French, English/Portuguese.
Physical Requirements
  • Computer work requires sitting at a desk for long periods of time.
  • Time on your feet for up to several hours a day.
  • Ability to commute via public transportation for lengthy periods (train, plane, car).
  • Walk up/down stairs.
  • Ability to travel to various required locations.
Schedule
  • Monday – Friday, 9:00 am – 5:00 pm.
  • Must be flexible to meet program needs.
  • Evenings and weekends may be required.
  • Exempt position.
