The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families. ACS provides child welfare and juvenile justice services, community supports, foster care services, and subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment, and in juvenile justice oversee detention, placement, and programs for youth in the community.
The Division of Administration supplies a broad range of support services to all ACS divisions. With a staff of approximately 463 public employees, it manages a personnel services budget of about $29 million and an other‑than‑personnel services budget of $140 million. Services include building maintenance, real‑estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.
The Food and Nutrition Services Unit manages a $5 million food‑services budget for FY 2024. It prepares and serves meals to children and youth in ACS care, operating full‑service kitchens that provide three meals and snacks at the Crossroads and Horizon Secure Juvenile Detention Centers and the Nicholas Scoppetta Children’s Center. The unit also partners with children, youth, and care providers to address food‑related behavior issues, design specialized menus for allergies and dietary restrictions, distribute meal cards, maintain vending machine operations, and manage light refreshment and modest meal requests for staff and youth events in compliance with the NYC Comptroller’s Directive 6.
