CYS Employee Childcare Fee:

  • Available to MWR CYS Regular and FLEX (minimum 15 hours).

Duties
  • Provides program oversight and accountability for staff performance and safety of children and youth in accordance with DoD, Army, and local policies and standards.
  • Recruits and hires qualified personnel using Army CYS Standard Position Descriptions. Supervises program administrators, directors, CYS Specialists, CYS Trainers, and other staff directly assigned to CYS.
  • Coordinates management of funds and resources, develops the annual budget for the installation CYS program, submits and prioritizes all program component requirements.
  • Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.
  • Serves as subject matter expert on installation child and youth services issues. Prepares reports, surveys, and briefings for command and installation. Supports EEO and AA objectives.
  • Performs other duties as assigned.
Requirements
  • Direct Deposit and Social Security Card required.
  • Meet qualification/eligibility/background requirements for this position.
  • One‑year probationary period may be required.
  • Complete employment verification (E‑Verify) check.
  • Must be at least 18 years of age at appointment.
  • Subject to satisfactory completion of all pre‑employment checks per AR 215‑3, including Child Care Tier 1 background investigation.
  • Crime Control Act must be successfully completed and maintained.
  • Have current health assessment documenting good mental and physical health, freedom from communicable disease, and immunizations per Army/DoD policy, including annual influenza vaccinations.
  • Complete training requirements. Travel to on‑and off‑post locations required. Job requires working both indoors and outdoors.
Qualifications

A Qualified Candidate Must Possess The Following

Successful completion of an undergraduate degree with at least 24 semester hours in fields appropriate (child development, early childhood education, home economics with early childhood emphasis, elementary education, or other appropriate fields).

OR

A combination of education and experience equivalent to a major (24 semester hours) plus appropriate experience or additional coursework.

In Addition All Candidates Must Possess

  • Twenty‑four (24) months of professional experience managing at least 2 CYS programs (FCC, SAS, etc.), including one year of responsibility of a center‑based child or youth program facility. Experience must be equivalent in difficulty and complexity to the next lower level, including regulatory, personnel, funding, budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs.
  • Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
  • Comprehensive oral and communication skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences.
