applicants must be permanent in the administative director of social service civil service title or be permanent in a comparable title eligible for 6.1.9 title change dvs provides a variety of comprehensive immediate and long-term support services to survivors of domestic violence and their families. Dvs is the primary mechanism through which the city of new york provides emergency shelter and social services to victims of domestic violence and sexual assault providing residential shelter services as well as non-residential services to survivors in the community through a network of contracted providers.

In addition dvs administers the no violence again (nova) program located at department of homeless services intake centers, the dvs social service unit that works closely with dv shelter providers to assist with regulatory compliance and access to training, resources and housing assistance, the domestic violence liaison (dvl) unit, which provides domestic violence counseling and intervention at benefit access centers, and the anti-domestic violence needs team (advent), designed to help domestic violence victims residing in dv shelters, overcome barriers to comply with their temporary assistance program requirements due to their transient housing situation.

The dvs regulatory compliance specialist would be responsible for leading domestic violence social service team to ensure regulatory compliance from dv shelter providers and to guarantee survivor-centered, trauma informed care throughout the provider network which will oversee daily operations with a primary focus on provider compliance with relevant laws and regulations; assisting with access to training and resources so that shelter providers are equipped to consistently deliver the full range of social services to help stabilize dv residential clients in their care.

The role of the dvs regulatory compliance specialist will also focus on dv client inquiries and addressing the housing needs of dv clients in the community, facilitating access to services.

responsibilities
  • develop mechanisms to monitor adherence to procedures, comprehensive program management planning, policy development, and implementation.
  • establish key performance indicators, working with dvs leadership to identify and achieve goals and benchmarks, and track and report outcomes and achievements.
  • implement program review and data gathering efforts to gain insights into efficiency, effectiveness, and compliance of dv residential programs to inform continuous improvement and regulatory standards.
  • collaborate with partner agencies, including dhs, acs, doe, dohmh and mayor’s office to end domestic and gender based violence (endgbv) to build and sustain productive partnerships with public, voluntary, and community organizations, taking proactive steps to initiate outreach, facilitate inter-agency discussions, and ensure timely completion of follow-up actions and communications.
  • respond to inquiries from clients, coalitions, advocacy groups, task forces, work groups, and program providers, add address constituent correspondence as needed ensuring client confidentiality is maintained.
  • lead coordination and support for dvs client in the community who require safety transfers to alternative housing, working collaboratively with partner agencies and key stakeholders, to ensure expedited placement and access to safe permanent housing.
  • attend and participate in city and state agency stakeholder meetings, round tables, and committees to advance dvs program objectives.
  • collaborate with program leadership and information technology systems teams to develop, improve, or modify dvs computer applications and data reporting in response to agency mandates, increased need for dvs services, regulatory compliance, and regular data requests from senior leadership, city hall, and city council.
