OverviewThe Homelessness Prevention Administration (HPA), established in 2014, plays an essential role in the City’s eviction and homelessness prevention efforts. The Office of Prevention and Housing Assistance (PHA) administers the CityFHEPS rental subsidy program, Homebase eviction prevention program, and other homelessness prevention programs. PHA’s Rental Assistance Programs (RAP) include the RAP, HOME TBRA, and PCS units. In this role you will supervise a team of benefits staff and oversee rental assistance subsidy programs.
Responsibilities- Supervise Job Opportunities Specialists who verify eligibility for tenants or landlords of Rental Assistance Unit Subsidy Programs.
- Issue check requests for brokers and landlord payments for Rental Assistance Subsidy Programs.
- Approve lease signings with tenants and landlords for new residency; provide keys and signed leases, and troubleshoot issues presented by tenants, landlords, lawyers, advocates, or legal aid.
- Ensure timely payment to landlords and brokers and oversee annual renewal of Rental Assistance Program subsidies.
- Review tenant data entries for federal funds in federal databases and utilize other systems such as Housing Assistance Payment Systems (HAPS), Rental Assistance Program (RAP), HRA One Viewer, WMS, NYCWAY, , IQ System, and SAVE.
- Recommend new subsidy certificates for tenants submitting transfer requests via email due to landlord issues or inhabitable apartments.
- Address requests for information and services from landlords, tenants, and community advocates.
- A baccalaureate degree from an accredited college.
- Or a four‑year high‑school diploma or equivalent plus two years of full‑time experience in social/human services, call centers, customer service, or a related setting, including interviewing, determining eligibility, and providing client benefits services.
- Or experience in employment planning and counseling services, including job development, skill assessment, and employment placement or other economic opportunity programming.
- College credit from an accredited college may substitute for this experience on the basis of 30 semester credits for six months of work experience.
