Recruitment Incentives
  • $10,000.00 recruitment incentive for Registered Nurses, Advanced Practice Nurses, Nurse Consultants, Nursing Supervisors, and Compliance Nurses.
  • $7,500.00 recruitment incentive for Licensed Practical Nurses.
  • $5,000.00 recruitment incentive for Certified Nurse’s Assistants.

Referral bonuses of $1,000 are available to referring DHSS employees. You must be a new employee to the State of DE to be eligible for this program.

Program Overview

The Delaware Department of Health and Social Services (DHSS) seeks to increase the number of applicants for clinical nursing positions by offering a recruitment incentive to eligible Advanced Practice Nurses, Nurse Consultants, Nursing Supervisors, Compliance Nurses, Registered Nurses, Licensed Practical Nurses, and Certified Nursing Assistants in accordance with the DHSS Recruitment and Referral Incentive Program. Recruitment incentives will be paid in quarterly installments over the first year of hire and will begin after the first quarter of employment.

New employees must commit to two consecutive years of employment with DHSS. Referral bonuses of $1,000 will be paid in quarterly installments over the first year of hire of the referred applicant. The program may be terminated by the State at any time.

Summary Statement

This position is for a Registered Nurse who is responsible for providing expert‑level knowledge, skills, and abilities to provide, coordinate, and monitor nursing services to adults with physical disabilities as well as aging Delawareans. The RN will resolve emergent and ongoing concerns referred to Adult Protective Services, provide DSAAPD community nursing as needed, interview and collaborate with individuals and families, advocate for health, safety, welfare, or rights of individuals within DSAAPD, and connect-to resources and refer for follow‑up services once emergent clinical issues have been addressed.

Functions
  • Provides or evaluates direct nursing care.
  • Develops, implements, and/or reviews nursing care plans.
  • Provides health‑care instruction and guidance to individuals, families, community groups, and nursing home facilities in the management of their health‑care needs.
  • Maintains an effective working relationship with members of the treatment team.
  • Prepares and submits records, reports, evaluations, and forms.
  • Participates in and makes recommendations regarding quality‑assurance activities.
Job Requirements
  • Minimum two years’ experience as a Registered Nurse, or a Bachelor’s degree or higher in Nursing with at least one year of RN experience, or a Master’s degree or higher in Nursing.
  • Possession of a Delaware Registered Nurse license or a multi‑state compact license.

Conditions of Hire
  • All new hires must attend an in‑person, statewide mandatory New Employee Orientation on their first day of employment in Kent or New Castle County.
  • This position is organized under a bargaining representative and covered by a collective bargaining agreement.
  • The selected candidate must comply with federal conflict‑of‑interest requirements under 45 CFR 1321 for all duties related to the Older Americans Act Title III programs.
