Job Title: Construction Estimator – Estimating Review Services

Location: Hybrid – 2 Montgomery Street, Jersey City, NJ (In-office on Tuesdays; subject to change)

Pay rate: $50 per hour

Reports To: Chief Estimator / Deputy Chief Estimator

Work Authorization: Must be legally authorized to work in the U.S.

License Requirement: Valid U.S. driver’s license required

The Construction Estimator will provide Estimating Review Services across multiple Port Authority of New York and New Jersey facilities and business units, including but not limited to Tunnels, Bridges and Terminals;
Ports;
Aviation; PATH; and the World Trade Center (WTC). This is a non-line-department-specific role, requiring broad expertise in construction estimating for varied infrastructure projects.

• Review and validate construction estimates across all disciplines for consistency, accuracy, and alignment with the project scope.
• Develop detailed unit price and/or lump sum estimates based on labor, materials, and equipment.
• Collaborate with multidisciplinary teams including engineers, architects, schedulers, project managers, and financial analysts.
• Support change order reviews and project cost evaluations across building, civil, and infrastructure sectors.
• Maintain and update estimation documentation using Microsoft Office Suite.

• Bachelor’s degree in Engineering, Architecture, Construction Management, or related field from a U.S.
  
  -accredited institution.
• 10–20 years of construction estimating experience covering a wide range of building, heavy/civil, and infrastructure trades.
• Demonstrated expertise in developing detailed cost estimates for labor, materials, and equipment.
• Proficient in Microsoft Office 365 including Excel, Word, and Outlook.
• Ability to work effectively with internal teams and stakeholders across all levels.
• Legally authorized to work in the United States (I-9 compliant).
• Valid U.S. driver’s license.

Note:

Candidates must be professional estimators. No more than 50% of project management experience will be considered toward total estimating experience.

• Expert knowledge of Microsoft Excel and familiarity with estimating software.
• Previous estimating experience on horizontal construction projects (e.g., roadways, bridges, tunnels).
• Experience preparing or reviewing construction change estimates across various project stages and disciplines.
• Hybrid schedule in accordance with Port Authority policy: in-office presence required every Tuesday at 2 Montgomery Street, Jersey City, NJ.
• Additional flexible in-office days may be requested; policy subject to change.
• Position reports directly to the Chief Estimator or Deputy Chief Estimator.

Compensation: $50.00 per hour
