SummaryThe Senior investigator will be responsible for conducting thorough, impartial, and confidential investigations into allegations of misconduct involving sworn and civilian personnel within the NJ Transit Police Department. The Senior Investigator will gather and analyze evidence, interview complainants, witnesses, and employees, and prepare detailed investigative reports and findings in accordance with departmental policy, state law, and professional standards.
This position plays a critical role in maintaining the integrity, accountability, and professionalism of the department by ensuring all complaints and internal matters are investigated objectively and efficiently. The Senior Investigator will also assist in monitoring compliance with disciplinary procedures, maintaining confidential records, and recommending corrective actions or policy improvements where appropriate.
The ideal candidate possesses prior law enforcement and internal affairs experience, exceptional analytical and communication skills, and the highest standards of ethics and discretion.
Roles and ResponsibilitiesThe Senior Investigator is responsible for supporting the mission of the NJTPD's Office of Professional Standards by ensuring accountability, transparency, and adherence to departmental policies and state regulations. Duties and responsibilities include, but are not limited to, the following:
Conduct Investigations- Receive, review, and investigate complaints of misconduct or policy violations involving sworn and civilian personnel.
- Conduct thorough and impartial interviews with complainants, witnesses, and employees.
- Collect, analyze, and preserve physical and digital evidence, reports, recordings, and other relevant documentation.
- Prepare clear, detailed, and objective investigative reports outlining findings, conclusions, and recommendations.
- Maintain accurate, confidential case files and ensure all documentation complies with state retention requirements and departmental standards.
- Present investigative findings to command staff, legal counsel, or county and state prosecutor offices as directed.
- Ensure all investigations comply with New Jersey Attorney Generals Internal Affairs Policy and Procedures (IAPP) and NJ Transit Police Department policy.
- Monitor compliance with disciplinary actions and corrective measures.
- Identify trends or patterns of misconduct and assist in developing policy recommendations or training initiatives to address them.
- Safeguard the confidentiality of all internal affairs investigations and personnel information.
- Handle sensitive matters with discretion, integrity, and professionalism.
- Liaise with external law enforcement agencies, prosecutors' offices, and legal entities as necessary.
- Provide information or testimony in administrative or criminal proceedings when required.
Assist in preparing annual statistical summaries and reports for command staff and oversight entities. Support audits and inspections of internal affairs records and processes. Participate in training related to investigative techniques, legal updates, and ethics.
