Under the direction of a senior level manager, administers work programs and supervises staff responsible for design, project control, cost estimation, contract administration, quality assurance, and scheduling activities involved in capital construction, public works projects, or programs administered by the division. The role also performs related duties as assigned.

Qualifications and Requirements- Experience:
Nine (9) years in architecture, engineering, project management, construction contract management, financial contract management, facilities management, construction quality assurance, or a related area involving complex building projects, with at least two (2) years in a supervisory capacity. - OR a bachelor’s degree from an accredited college or university plus five (5) years of professional experience, including two (2) years in a supervisory capacity.
- OR a master’s degree in a specialty area related to construction plus four (4) years of professional experience, including two (2) years in a supervisory capacity.
- Licensing:
Possession of a valid Architect's License, Certified Landscape Architect License, Professional Engineer's License, or New Jersey Uniform Construction Code license may substitute for specified years of non‑supervisory experience. - Professional experience must be creative, analytical, evaluative, and interpretive, requiring specialized knowledge and independent decision‑making.
- Drivers: possession of a valid New Jersey driver's license is required only if vehicle operation is essential to the role.
- Manages overall operations of a unit and oversees day‑to‑day activities.
- Develops and maintains division policies relevant to the unit.
- Supervises subordinates and assigns work.
- Coordinates unit activities with contracted consultants and constructors.
- Reviews and recommends requests, claims, performance notices, and other actions requiring written approval.
- Acts as an Administrative Contracting Officer, issuing determinations and performance notices.
- Assesses staff training requirements and schedules training.
- Attends project and capital improvement program meetings.
- Conducts a self‑inspection program for compliance with statutes, codes, regulations, and policies.
- Represents the division in contract claims and litigation.
- Advises state agencies on design and construction issues.
- Supervises the design and construction process to ensure project completion on schedule and budget.
- Administers and monitors contracts for conformity with contract documents.
- Reviews and approves or disapproves invoices.
- Prepares and delivers presentations and speeches to professional and technical audiences.
- Monitors unit performance through a tracking system.
- Recommends budgetary items.
- Directs preparation of reports and studies.
- Participates in policy development and long‑term planning.
- Identifies design or construction issues and recommends solutions.
- Develops alternative procedures to improve performance and meet objectives.
- Prevents potential delays and mitigates their impact.
- Manages employee evaluations and personnel recommendations.
- Maintains integrity and confidentiality.
- Serves on committees.
- Utilizes electronic and manual recording systems.
- Performs other duties assigned by supervisor.
- Knowledge of design and construction management concepts and practices.
