About the role...

Working within our Target Operating Model team, reporting to Lead Business Analyst, you will play a key role in supporting Homes England's strategic transformation agenda as part of our Integrated Change Programme. You'll join a small but highly skilled and collaborative team, focused on shaping and delivering Homes England's future ways of working and Target Operating Model.

Working closely with senior stakeholders across Homes England, you will support the design and implementation of strategic business transformation initiatives, helping to define future operating models, business capabilities and processes that improve organisational effectiveness and customer outcomes.

The role goes beyond traditional business analysis, offering the opportunity to work at a strategic level across business architecture and operating model design. You will lead discovery activities, facilitate stakeholder workshops and translate strategic objectives into practical, sustainable solutions that support long-term organisational change. Alongside delivering key transformation initiatives, you'll also contribute to the development of business analysis best practice across Homes England.

About you…

You'll be comfortable working in complex and evolving environments, bringing structure, insight and clarity where requirements or solutions are not yet fully defined. You will have significant experience leading business analysis activities on large-scale transformation programmes, including the design and implementation of Target Operating Models and future-state business processes.

Delivering transformational change requires resilience, adaptability and strong stakeholder management skills. You'll be confident engaging with and influencing senior leaders, constructively challenging existing ways of working and building consensus across multidisciplinary teams. Your decisions and recommendations will be informed by a strong understanding of organisational strategy, operational effectiveness and the wider impact of business change.

As an experienced Business Analysis professional, you'll have a proven ability to translate strategic objectives into business capabilities, process improvements, requirements and measurable outcomes. You'll enjoy working collaboratively, coaching others and contributing to a culture of continuous improvement, innovation and inclusion.
