Project Manager, Change Management, Business Systems & Technology Analysis

Location: Newcastle (Preferred), Blackpool, Leeds or Manchester

Contract: Initial 3-Month Contract

Rate: Up to £330 per day (Inside IR35)

Clearance: Must be eligible for SC Clearance

We are seeking an experienced Project Manager to support the delivery of a major government data transformation programme. This role will focus on leading a complex initiative aimed at improving enterprise data sharing, modernising legacy data environments, and enabling more effective collaboration across business and technology teams.

The successful candidate will have experience delivering data-focused programmes and be comfortable operating within large, complex stakeholder environments.

• Lead delivery of a large-scale data transformation project, working with internal and supplier teams to achieve agreed outcomes.
• Manage project plans, milestones, risks, dependencies, governance, and reporting activities.
• Build and maintain strong relationships across Digital, Data, Technology, business stakeholders, and supplier teams.
• Lead stakeholder engagement and communications, ensuring visibility of progress, risks, issues, and benefits.
• Coordinate discovery and requirements activities to identify and prioritise new use cases and business requirements.
• Maintain delivery roadmaps, balancing business priorities, technical constraints, and delivery capacity.
• Define and track project outcomes, success measures, and benefits realisation.
• Drive organisational change activities to support adoption, including governance, processes, and ways of working.
• Ensure decisions are informed by data, evidence, user feedback, and business needs.
• Facilitate collaboration across business, architecture, data, digital, technology, and supplier teams.
• Strong track record within complex transformation programmes involving legacy data modernisation.
• Understanding of organisational design, operating models, and change management.
• Experience defining project success measures, benefits realisation, and adoption strategies.
• Excellent stakeholder management skills across business, technical, and supplier teams.
• Strong experience managing project governance, planning, dependencies, risks, and reporting.

• Must be located within reasonable commuting distance of Newcastle, Blackpool, Leeds, or Manchester.
• Newcastle-based candidates are preferred.
• Must be eligible to obtain SC Clearance.
• Strong communication and stakeholder engagement skills.
• Experience working within large-scale public sector and digital transformation environments is highly desirable.
