The National Housing Bank (NHB) was launched in April 2026 and is a wholly owned subsidiary of Homes England (HE). The NHB is a new financial organisation designed to unlock investment at scale and accelerate the delivery of more homes, stronger places and thriving communities across the country and represents one of the most significant new interventions in the housing sector in a generation.

The operating expenditure of the NHB is incurred at HE Group level and will be charged to the NHB via a monthly recharge. These operating costs include pay costs of staff working directly on NHB delivery in addition to the provision of a range of services to support NHB operations through Corporate and Enabling teams (e.g. Finance and HR).
The operational costs also include associated non-pay costs (e.g. travel, learning & development, professional fees, accommodation costs) which will be recharged using appropriate cost allocation methodologies to ensure costs are fairly and accurately charged.
The post holder will be responsible for managing the internal operating cost recharge between Homes England and the NHB, supporting budgeting, forecasting, and month end close by providing accurate, timely and transparent recharge data and resolving discrepancies, ensuring that costs are accurately captured and the NHB is being charged for the correct use of resources.
This post will be within the Strategic Finance & Business Partnering Team, aligned to the Strategic Finance (Resource) sub team and will the main point of contact between the National Housing Bank and Finance colleagues in regard to the recharge. The postholder will need to combine technical knowledge, strategic insight, commercial acumen and an understanding of Home England's operations.
Job Description- Managing recharge process — Prepare, calculate, and post recharges, which includes conducting a quarterly detailed 'true up' reforecasting exercise and annual year-end review and finalisation.
- Data validation — Review source data to ensure accuracy, completeness, and compliance with internal financial controls.
- Reconciliation — Reconcile recharge accounts, investigate variances, and correct errors before close deadlines.
- Stakeholder support — Work with stakeholders to explain recharge methodologies, answer queries, and resolve disputes.
- Reporting — Produce recharge summaries, cost allocation reports, and analysis to support budgeting and forecasting.
- Process improvement — Identify inefficiencies in the recharge process and implement improvements to enhance accuracy and transparency
- Compliance — Ensure that there are robust controls in place to ensure that all recharges specific to the NHB for earmarked work are agreed and budget assigned. Support the yearly audit process.
- Systems — Maintain recharge templates and models used for allocations, including maintaining the Power BI reporting tool to produce recharge reporting to enable transparent reporting.
The success of the role requires a mix of commercial acumen, analytical skill, strategic thinking and the ability to build and maintain strong collaborative relationships.
You will be a qualified CCAB accountant (ACCA, ACA, CIPFA, CIMA), with strong organisational and time management skills and the ability to explain financial concepts to non-finance colleagues
You will have a problem-solving mindset and ability to work independently
Advanced Excel skills essential to this role, in addition to a fluency with common data analytics tools, (Power BI desirable).
You will have excellent attention to detail with a focus on adding value, with enthusiasm and the ability to be proactive, ability to remain organised and motivated when working to tight deadlines.
The role requires that you have experience in finance operations, management accounting, or cost allocation roles with a strong understanding of budgeting, forecasting, and month end processes.
