Job Summary

Are you passionate about shaping policy that makes a real difference for consumers and the energy market? Ofgem is seeking a Senior Policy Lead to drive one of the key work streams within our ambitious Debt Strategy, which aims to reduce the impact of energy debt on suppliers and consumers.

This is a high-profile role requiring strategic thinking, strong stakeholder engagement, and the ability to deliver complex policy solutions under pressure. You will lead end-to-end policy development, producing clear, evidence‑based recommendations and drafting concise documents, including board papers and future strategy publications.

Key Responsibilities
  • Own and manage one of the work streams under the debt strategy, delivering high quality, timely and evidence-based policy options and recommendations.
  • Draft clear and concise documents, including board papers and supporting drafts for any future Debt Strategy publication.
  • Support and direct key work streams and projects, prioritising, scoping and delivering work with internal and external stakeholder engagement.
  • Engage with legal, economists, and subject matter experts in a challenging policy area that combines regulatory, social and economic considerations.
  • Manage a Level 2A (HEO) staff member.
  • Demonstrate a solid understanding of the GB retail energy market, key stakeholders, the regulatory environment, and commercial and operational factors that shape consumer outcomes.
  • Show experience in engaging with and managing multiple stakeholders, building effective relationships and maintaining clear, consistent communication across diverse groups.
  • Deliver fast‑paced and complex policy development in a high‑profile role, managing competing priorities and producing high‑quality outputs under pressure.
  • Have a demonstrable interest and/or experience in public policy, the energy sector or net‑zero.
  • Analyse complex information, identify issues and develop evidence‑based solutions.
  • Manage different work activities or work streams to keep projects on track and ensure timely delivery.
  • Experience of compliance or financial resilience / financial modelling.

Salary: £47,895 (plus £13,875 contribution to the Civil Service Defined Benefit Pension scheme).
