Make a difference to housing services in Newcastle

Are you passionate about housing quality, governance and regulatory compliance? Do you have the expertise to help shape housing services that are safe, accountable and focused on residents? Are you a senior leader?

We are seeking an experienced and motivated Housing Assurance and Quality Manager to lead our Housing Assurance and Quality function. This is a key leadership role within the Housing Governance and Assurance Service, responsible for ensuring that robust governance, assurance, performance and policy frameworks support the delivery of high-quality housing services and compliance with statutory and regulatory requirements.

This is an opportunity to lead teams, influence cross tenure services, shape housing governance and regulatory assurance at a pivotal time for the sector, while keeping resident voice, transparency and continuous improvement at the heart of our work.

What you will do?
  • Work closely with the Head of Governance and Assurance to design, deliver and maintain effective governance frameworks and clear assurance reporting to Cabinet, Scrutiny and external regulatory bodies.
  • Lead the development and embedding of governance, risk management and assurance systems that support timely and accurate reporting against statutory, regulatory and corporate requirements.
  • Oversee the development, implementation and review of housing policies, ensuring they reflect current legislation, regulatory expectations and resident needs.
  • Lead performance monitoring and quality frameworks, using data, audit findings, insight and resident feedback to identify risks, close gaps and drive continuous improvement.
  • Act as a key liaison with regulators, auditors, inspection bodies and Ombudsman services, coordinating evidence and supporting regulatory or improvement action.
About you

You will bring substantial experience of team management, housing assurance, quality, governance, policy, performance, risk or regulatory compliance within a large or complex organisation. You will understand the housing statutory reporting and regulatory environment and be able to translate complex requirements into clear organisational expectations and effective operational practice.
