Reporting to the Manager, Growth Economics and Finance, supports the manager with strategic policy recommendations to Committees Council and senior management on development charges to meet legislative requirements and Regional objectives. Leads bylaw updates, policy development, growth and revenue forecasting, and financial modeling. Conducts research and analysis, develops revenue options, and leads partner engagement to support informed decision-making.
WHAT YOU'LL BE DOING
- Leads the preparation of Development Charge (DC) Background Studies and Regional/area-specific DC Charge bylaws, including development and managing the detailed work plan.
- Develops and implement DC policies aligned with Region objectives.
- Leads annual forecasts of DC collections and short-/long-term residential and non-residential growth.
- Develops and maintains financial models supporting DC rate calculations and long-term forecasts.
