Position: PLANS EXAMINER II

General Statement of Responsibilities

Under general supervision, this position is responsible for reviewing planning documents associated with the construction and remodeling of buildings and structures to ensure compliance with federal, state and local ordinances. Reports to the Codes Enforcement Administrator. There are two (2) levels of Plans Examiner distinguished by the level of work performed and the qualifications of the employee.

Essential Job Functions

Responsible for reviewing construction plans presented by contractors, engineers, architects, and property owners to ensure compliance with the Uniform Statewide Building Code (USBC) and local ordinances pertaining to plumbing, electrical, mechanical, and structural work to be performed. Assists field inspectors regarding discrepancies between approved plans and work performed on the jobsite. Provides guidance to customers for the permit application process; tracks documents submitted for review and monitors progress;

calculates review fees; advises citizens, builders, developers, or others regarding areas of non‑compliance and actively assists in resolving issues. Prepares a variety of documentation and correspondence; logs completed reviews. Processes applications for code modifications and prepares recommendations for the Building Official. Maintains a library of handouts, brochures and technical data sheets to provide information on current regulations. Responds to inquiries regarding difficult and complex aspects of the USBC including referenced codes and standards;

assists and advises division, departmental and interdepartmental staff on technically difficult and complex aspects of construction and code compliance. Performs other duties as assigned.

Required Knowledge
  • Code Enforcement – Knowledge of the principles and methods of enforcing municipal codes; knowledge of USBC and local laws, ordinances, and codes. Knowledge of the methods of investigation utilized in code compliance inspections; knowledge of safety, hazardous materials, and fire prevention techniques and requirements; knowledge of legal property descriptions; regulations and requirements for court evidence documentation.
  • Construction – Knowledge of modern methods, practices and techniques of general construction and commercial development to include project blueprints and technical schematics.
  • Safety – Knowledge of occupational hazards, safety precautions and safety regulations related to construction sites and property inspections. Knowledge of common safety rules, regulations, procedures and practices.

  • Communication – Ability to communicate ideas effectively, including the preparation of reports and logs. Ability to listen and understand directions, information and ideas presented verbally and in writing. Ability to handle a variety of customer service issues with tact and diplomacy and in a confidential manner.
Education and Experience Plans Examiner I

Requires an Associate’s Degree in Architecture, Engineering, Municipal Planning, or a related field and 3‑5 years of experience in construction planning, or an equivalent combination of education and experience.
