HII’s Newport News Shipbuilding (NNS) division is the largest industrial employer in Virginia. We are the sole designer, builder and refueler of U.S. Navy nuclear aircraft carriers and one of two providers of U.S. Navy nuclear submarines. Role Overview

The Business Development Manager leads end-to-end strategy for future program development—shaping customer requirements, developing the pursuit strategy, orchestrating cross-functional teams, and delivering compelling proposals.

Responsibilities
  • Capture strategy and leadership
  • Develop and lead the capture plan for assigned opportunities from early shaping through contract award.
  • Define win strategy, value proposition, and discriminators against competitive landscape.
  • Lead cross-functional capture teams including engineering, operations, supply chain, finance, contracts, and legal.
  • Establish clear capture milestones, decision points, and deliverables.
  • Build and maintain trusted relationships with government customers.
  • Conduct Voice-of-Customer sessions to derive operational needs.
  • Perform competitor analysis and monitor policy, funding, and acquisition trends.
  • Translate intelligence into win themes, technical differentiators, and price-to-win strategy.
  • Partner with engineering to define executive, cost-realistic, and technically superior solutions.
  • Lead the development of technical volumes, management volumes, staffing plans, risk registers, basis-of-estimate, schedules, and compliance matrices.
  • Ensure proposal elements align with cost, schedule, technical feasibility, and production/supplier capacity.
  • Support color reviews (Pink/Red/Gold/White-Glove).
  • Identify and negotiate teaming agreements, supplier roles, and subcontract structures.
  • Integrate partner capabilities to strengthen technical offering and competitive posture.
  • Coordinate NDAs, MOUs, and subcontracting strategies.
Qualifications
  • Bachelor’s Degree and 10 years relevant exempt experience;
    Master’s Degree and 8 years relevant professional experience.
  • Equivalent qualifications: NNS Apprentice School graduate, Navy Nuclear Power School graduate, Associate’s Degree with 2 years relevant exempt experience, Military Paygrade E‑5 or above, High School/GED with 4 years combined manufacturing, shipbuilding, trades, military experience, or 8 years combined non-exempt experience.
