GCCS-J is the Department of Defense (DoD) Joint Command and Control (C2) system of record. GCCS-J supports commanders and warfighters as they conduct joint and multinational operations by providing a fused picture of the battlespace within an integrated system that is supporting Joint Warfighter needs today. GCCS-J is focused on meeting emerging operational needs through sustainment and modernization support to operational baselines (Global, Joint Operations Planning and Execution System (JOPES)) and three product areas (Situational Awareness, Infrastructure, and Intelligence).

Along with sustainment and modernization, GCCS-J will focus on modifying and enhancing elements or capabilities to implement new requirements, enhance functionality, increase efficiency, or lower operating/deployment costs incorporating agile technologies and capabilities.

Responsibilities include delivering all contractual requirements within cost and on schedule, while achieving all technical objectives. They support the program by managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Key responsibilities (selected):

  • Support the software development process from initial needs elicitation to delivery and fielding, with emphasis on researching, defining, documenting, tracking and validating system requirements
  • Cultivate customer relationships to develop opportunities within the customer community
  • Establish a program organization that addresses customer requirements and incorporates internal and external sub-organizations
  • Deliver presentations to customers, executive management and other program stakeholders
  • Establish design concepts, criteria, and engineering efforts for product research, development, integration and test
  • Lead independent technical investigations, provide technical advice, and recommend technical solutions; assist the Government in integrating GCCS-J functionality into new baselines
  • Interface with geographically dispersed development teams to ensure compliance with emerging standards and requirements
  • Follow Agile development process and full life cycle development: requirements, design, implementation, test, and maintenance
  • Exhibit a positive attitude, initiative, and ability to bring structured notional software solutions to ill-defined environments

Required Skills

  • Bachelor’s Degree in a Science/Technology/Engineering/Mathematics (STEM) field
  • Proven ability to manage challenging customer relationships during development and execution
  • Experience in requirements solicitation and development
  • Demonstrated success in leading the performance of tasks on schedule, at cost and achieving all requirements as project lead, integrated program team or cost account manager
  • Experience collaborating across departments and functions
  • Understanding of system lifecycle, analysis, development, and management
  • Familiarity with Model Based Systems Engineering (MBSE)
  • Excellent written and verbal communication skills; able to operate in a team environment
  • US citizen with a final Secret clearance

Desired Skills

  • Management of direct reporting staff
  • Strong MBSE experience and modeling tools such as Cameo Enterprise Architecture
  • Ability to read and develop DoD Architecture Framework (DoDAF) models
  • Knowledge of major US DoD acquisition organizations, military customers, and/or military
  • Experience with cross-platform management (Windows and Unix/Linux data exchange)
  • Experience with virtual machine environments
  • Experience with configuration and data management concepts
  • Familiarity with database design/structures
  • Understanding of virtual environments including VMware technology
  • Solaris/Linux and Windows system administration skills
  • Attention to detail and ability to quickly learn new procedures with minimal supervision
