· Establish practical procurement governance, processes and controls to improve compliance and commercial oversight.

· Identify and engage strategic supply chain partners, developing supplier relationships and framework agreements.

· Develop category plans to identify priority suppliers and support procurement decision-making.

· Establish framework agreements and call-off mechanisms to support ongoing project delivery.

· Implement supplier relationship management (SRM) processes and supplier performance monitoring frameworks.

· Work closely with pre-construction and site delivery teams to embed consistent procurement practices.

· Review and improve existing procurement processes, identifying opportunities to increase efficiency and commercial control.

· Support the development of a procurement target operating model aligned with operational requirements.

· Provide day-to-day procurement leadership, managing an initial direct report and supporting the recruitment of an additional team member.

About You

· Proven experience operating as a Senior Procurement Manager within infrastructure, major projects, construction or utilities.

· Strong background in developing and implementing Approved Supply Chains, Preferred Supplier Lists and framework agreements.

· Experience establishing procurement governance, processes and controls within developing or low-maturity procurement environments.

· Strong supplier relationship management and strategic sourcing capabilities.

· Ability to influence senior stakeholders and work collaboratively with operational and project delivery teams.

· Experience driving procurement improvements and embedding compliance without introducing unnecessary bureaucracy.

· Strong commercial awareness, negotiation skills and understanding of subcontract procurement.

· Previous experience within power Transmission & Distribution, substations or electricity distribution networks would be highly advantageous.

· Working knowledge of NEC3/NEC4 contracts would be beneficial.

· MCIPS qualification or equivalent practical procurement experience would be desirable.
