About the RoleThis is a fantastic opportunity to join Newquay Town Council in a key financial management role at an exciting stage in our growth.
The Deputy Finance Manager will support the Chief Finance Officer (CFO) in delivering robust financial and procurement operations across the Council. Acting as the Deputy Responsible Financial Officer, you will oversee day‑to‑day financial processes, payroll, procurement compliance, and grants administration, helping to ensure sound governance and effective use of public funds.
Responsibilities- Manage financial transactions, reconciliations, and reporting.
- Support the CFO in preparing budgets, statutory returns, and audits.
- Oversee payroll, pensions, and staff payment processes.
- Lead procurement activity and ensure compliance with regulations.
- Support grant programmes and funding applications.
- Provide advice to officers and Councillors on financial matters.
- Deputise for the CFO when required.
- AAT Level 3 or higher (or equivalent experience).
- At least 3 years’ experience in financial administration or management.
- Strong knowledge of public sector finance, procurement, and payroll.
- Excellent IT skills, particularly in Excel and financial systems.
- Clear communication skills with the ability to explain finance to non‑specialists.
- Experience in local government finance is desirable but not essential.

Other InformationThis is a part‑time role (24 hours per week), initially offered for 18 months with the potential to extend, and is office‑based within our Finance and Corporate Services team.
