Summary: Oversees and coordinates all aspects of the District’s purchasing functions.
Essential Duties and Responsibilities:
- Responsible for administering all aspects of District bids
- Create, communicate and implement bid timelines
- Maintain worksheets, databases and processes necessary for staff to add, delete and update bid commodities, quantities and specifications
- Communicate with District Curriculum Coordinators and other administrators to gather product specifications for annual and ad hoc bids
- Preparation and posting of bid documents, including boilerplate terms and conditions, detailed specifications and pricing submission forms
- Solicit participation from vendors
- Advertise, receive, open and tabulate all bids
- Develop initial award recommendations for all bids to be reviewed with Director
- Post pertinent information to the District website and prepare reports for the Finance Committee
- Ensure compliance with School Board policies and Pennsylvania School Code for all purchases, including compliance with quote and bid limits
- Responsible for all aspects of the District’s requisition and purchase order processing
- Review requisitions on a daily basis, proactively address any noted issues, assist the Director with questions and follow up with staff as needed
- Obtain price quotes for items less than bid threshold, tabulate results and prepare District purchase orders
- Research vendor options for prices and value of products and make vendor recommendations to District staff on best pricing, product quality and specifications
- Provide formal and informal guidance to District staff in using the District’s financial system as it applies to Purchasing, including troubleshooting system issues and modifying or canceling requisitions
- Guide District staff on purchasing procedures, procurement guidelines and Business Office policies
- Manage the distribution of purchase orders to vendors including online vendor systems
- Post pertinent purchasing information on the District Intranet
- Proactively seek opportunities to provide efficiencies in the District’s purchasing practices
- Maintain the District’s cooperative purchasing memberships and research opportunities for broader appropriate use
- Maintain all bid and purchasing records for the District
- Maintain District inventory for the Central Warehouse, including periodic counts and reconciliations
- Understand the District’s Chart of Accounts and review and recommend changes to account codes on requisitions that best comply with the Pennsylvania Department of Education guidance
- Other projects and tasks as assigned by the Assistant Director or Director

Education and/or experience
- High school diploma or equivalent required
- Work experience that demonstrates the aptitude and ability to perform the essential functions of this position required
- Prior experience with Pennsylvania school district purchasing required
Mathematical and technological skills:
- Must be able to calculate quantities and currencies such as discounts, interest, proportions, percentages and averages
- Must be able to apply concepts of mathematics in practical office applications
- Must be able to use a calculator and computer programs to assist in data processing and preparation of reports
- Must be very proficient in Microsoft Office suite, particularly Microsoft Excel, and demonstrate mastery of more complex formulas within Excel
