Purpose of the Job

Technical Responsibilities

- Expertise in telecom network security architecture (5G, 4G, Core Network, NFV/SDN, Cloud).
- Strong understanding of Indonesian cybersecurity laws and telecom compliance
- Experience in penetration testing, ethical hacking, SOC management, and cyber intelligence.
- Certifications such as CISSP, CISM, CCSP, CEH, GSMA Security certifications, ISO 27001 Lead Auditor.
- Experience in Zero Trust Architecture, SIEM, SOAR, network forensics, and automated threat detection.
- Strong knowledge of GSMA security guidelines, 3

GPP security frameworks, and telecom fraud prevention.
- Design, implement, and manage secure network architectures for telecom systems, including VoIP, LAN, WAN, and cloud-based environments
- Deep understanding of 2G/3G/4G/5G network architecture — EPC, IMS, RAN, SDN/NFV, and slicing.
- Knowledge of 3

GPP, ETSI, and GSMA security standards (e.g., 3

GPP TS 33 series, GSMA NESAS, FS.11).
- Ability to design secure architectures for Core Network Functions (AMF, SMF, UPF, AUSF, NEF, NRF).
- Manage the Security Operations Center ( SOC) for Telco across all OPCOs
- Perform regular system audits, analyze network traffic, and monitor logs to detect and respond to suspicious activities in real time
- Provide expert guidance on secure configuration, encryption, access controls, and compliance with relevant frameworks (e.g., ISO 27001, NIST, GDPR)
- SIEM (Security Information and Event Management):
Platforms like Splunk provide real-time monitoring, threat detection, and historical analysis, essential for identifying and responding to security incidents in complex telecom networks
- Network Protocol Analyzers:
Tools such as Wireshark enable deep inspection of network traffic for anomaly detection and troubleshooting
- Network Security Monitoring Suites:
Solutions like Algosec to offer real-time visibility, automated policy management, and compliance monitoring tailored for telecom environments

Operational Responsibilities

- Oversee the daily operations of network security, including monitoring, incident response, and maintenance of security devices such as firewalls, IDS/IPS, proxies, and WAFs
- Ensure the effective configuration, deployment, and management of network security solutions to support business continuity, disaster recovery, and information risk management
- Lead security assessments, vulnerability management, and penetration testing to proactively identify and mitigate risks
- Develop, implement, and enforce network security policies, procedures, and best practices in alignment with industry standards and regulatory requirements
- Coordinate with telecom and IT teams to ensure end-to-end security for both fixed and wireless network infrastructure

Deliverables (Maximum 5-6 key responsibilities)

The purpose of the Telecom Network Security Lead role is to provide strategic, managerial, operational, and technical leadership to ensure the security, integrity, and resilience of the organization’s telecommunications and network infrastructure. This position is responsible for developing and enforcing robust security policies, overseeing day-to-day security operations, and guiding the technical implementation of advanced security solutions to protect against evolving cyber threats and ensure regulatory compliance.

Managerial Responsibilities

- Manage development of core network architecture plan, strategy and roadmap development to provide direction and guideline in designing and operating process in alignment with strategic plans and policies.
- Manage vendors in capacity and integrated solution design for core network to ensure standardization of core network planning and design across multiple projects as well as to ensure optimal capacity of core network.
- Manage vendors in capacity management and planning for voice and data core network elements to ensure that the capacity is sufficient for targeted network architecture design regarding solution requirements and business needs.
