Role Overview
We are looking for an experienced Tender Specialist who will own the end-to-end lifecycle of public sector bid submissions — from opportunity identification on GEM, eProcure, and state portals, through pre-bid clarifications, proposal writing, commercial structuring, and post-submission follow-up. This is a high-impact individual contributor role sitting at the intersection of business development, technical writing, and government procurement.

Key Responsibilities
Monitor and track tender opportunities daily across GeM, Central Public Procurement Portal (CPPP), eProcure, and state-level Gov Tech portals relevant to AI, agentic AI, and digital transformation.
Conduct thorough RFP/RFQ/EOI analysis — extract eligibility criteria, scope, evaluation matrices, timelines, and commercial terms.
Coordinate and draft pre-bid clarification submissions; identify ambiguous clauses, hidden risks (e.g. CERT-In compliance, legacy API dependencies, O&M scope), and flag them proactively.
Lead end-to-end bid response preparation — technical write-ups, solution architecture narratives, case studies, compliance matrices, and annexures — in close coordination with solution architects and delivery leads.
Prepare commercial bid documents including pricing schedules, cost breakdowns, payment milestone structuring, and SLA annexures.
Maintain a live bid pipeline tracker: submission deadlines, go/no-go decisions, bid outcomes, and win/loss analysis.
Build and maintain a reusable bid content library — pre-approved company profiles, solution briefs, past performance references, certifications, and compliance documents.
Liaise with government procurement officials, nodal officers, and evaluation committees for clarification and post-submission queries.
Support the Head of Public Sector in account strategy for priority PSU and state government targets.

Required Qualifications & Experience
4–6 years of total experience with at least 2 years in government tender/bid management, ideally in an IT, AI, cloud, or digital transformation company.
Demonstrated experience responding to tenders from central ministries, PSUs (IOCL, ONGC, BPCL, NTPC, etc.), or state government departments.
Strong understanding of GeM, CPPP, and state eProcurement portals; familiarity with government procurement rules (GFR 2017, CVC guidelines, DPIIT preferences).
Ability to independently read and interpret complex RFP documents, eligibility matrices, and evaluation criteria without hand holding.
Excellent written English — capable of drafting government-style technical write-ups that are precise, compliant, and non-generic.
Working knowledge of AI/ML, cloud platforms, or enterprise software is a strong advantage — you must be able to converse meaningfully with solution architects.
High attention to detail: zero-tolerance for errors in compliance declarations, certifications, or pricing schedules.

Preferred / Good to Have
Prior experience in an AI, cloud, or analytics company bidding for Gov Tech mandates.
Familiarity with MeitY empanelment, STQC, NIC, or cloud empanelment frameworks.
Exposure to pre-tender drafting (DPR, SoW, NIT) from the buyer side.
Knowledge of government project delivery governance — PMIS, SLAs, AG/CAG audit requirements.
B.Tech / BCA / MBA or equivalent; MBA in Marketing, Strategy, or Public Policy is a plus.
