Job Summary

The Import Export Trade Compliance Specialist is responsible for ensuring all import and export transactions comply with applicable regulatory requirements. The role oversees the day‑to‑day operational management of customs brokers and supports compliance activities related to international shipments, including the importation of raw materials and finished goods. The position provides direct support and oversight to global teams on customs‑related matters and leads projects focused on developing solutions, standard operating procedures (SOPs), and process improvements to strengthen Lightera’s Trade Compliance program.

This role requires sound judgment, cross‑functional collaboration, and the ability to manage complex compliance initiatives in support of corporate business objectives and operational goals.

Essential Duties And Responsibilities
  • Execute projects related to import and export regulatory compliance, including but not limited to:
    • Foreign Trade Zones (FTZ)
    • ECCN and HTS product classifications
    • Country of origin determinations
    • Product valuation reporting
    • Export license applications
    • Automated Export System (AES) filings
    • End‑use statement review
    • Sanctioned party screening
  • Provide oversight and support for global teams on customs and trade compliance matters.
  • Respond to compliance‑related inquiries from internal and external stakeholders, including foreign subsidiaries, distributors, vendors, customs brokers, and carriers.
  • Support continuous improvement of the Trade Compliance Program through documentation updates, internal controls, and procedural revisions.
  • Collaborate closely with cross‑functional teams such as planning, procurement, logistics, order entry, product marketing, and engineering.
  • Classify goods using the U.S. Harmonized Tariff Schedule, including application of the General Rules of Interpretation, Free Trade Agreements, and duty calculations.
  • Manage day‑to‑day U.S. import and export compliance activities in partnership with the Sr. Corporate Governance & Compliance Manager.
  • Troubleshoot customs clearance delays and assist with resolving shipment issues.
  • Manage customs brokers to ensure compliance with 19 CFR regulations and adherence to established SOPs, including ongoing performance reviews.
  • Assist in defining compliance strategies, identifying risks, and implementing monitoring plans for U.S. import and export activities.
  • Interpret internal and external business challenges and recommend best practices to improve compliance processes and services.
  • Use independent judgment to manage complex compliance issues and operational challenges.
  • Lead or support functional teams and projects with minimal supervision.
  • Communicate complex compliance concepts clearly and effectively, influencing stakeholders and guiding alternative perspectives when appropriate.
  • Co‑develop and deliver Trade Compliance training webinars for domestic and international Lightera personnel.
Required Qualifications
  • Bachelor’s degree and a minimum of three (3) years of experience in trade compliance, or an equivalent combination of education and experience.
  • Working knowledge of U.S. Customs regulations.
  • Familiarity with Bureau of Industry and Security (BIS) and U.S. Department of Commerce regulations.
  • Demonstrated expertise in HTS classification.
  • Strong attention to detail and organizational skills.
  • Proven ability to problem‑solve in a fast‑paced, dynamic environment.
  • Self‑starter with a strong sense of ownership and collaboration.
  • Ability to multitask, prioritize work, and manage ambiguity and complexity.
  • Strong project management skills with the ability to lead initiatives to successful completion.
Preferred Qualifications And Skills
  • CUSECO® certification.
  • Customs House Brokerage License.
  • Excellent verbal and written communication skills.
  • Proficiency in Microsoft Office applications.
  • Experience with ERP systems; SAP experience preferred.
