Terms of Reference: Head Office Construction Project Quantity Surveyor

Overall Role of Quantity Surveyor

As the project cost consultant, the Quantity Surveyor will ensure the best value for money for the Head Office Construction Project. The role involves managing costs, budgeting, and providing technical support throughout the project life cycle.

  • Prepare rates and prices for use in project cost estimations
    • Prepare preliminary estimates for budgeting purposes and carry out value engineering exercises.
    • Attend meetings and negotiations with construction professionals, such as site managers, project managers, and site engineers.
    • Prepare Bills of Quantities for building, civil, and other works based on standard measurement methods.
    • Prepare tender and contract documents based on standard templates.
    • Assist in tender evaluations and reporting.
    • Conduct site visits to monitor and evaluate construction costs.
    • Prepare valuation reports for interim payment certificates.
    • Administer contract conditions, managing and valuing contractor claims.
    • Advise on variation cost impacts.
    • Prepare final accounts for issuance of completion certificates.
    • Undertake any other tasks requested by the Project Manager and Client in line with professional obligations.
  • Reporting and Communication
    • Provide regular progress reports to the Client, Project Manager, and Consultants, including milestone updates, budget utilisation, risk assessments, and challenges.
    • Work under the supervision of the Project Manager’s QS to update cost estimates.
  • Detailed Design and Tender Action
    • Develop comprehensive Bill of Quantities and construction specifications based on detailed designs from architects and engineers.
    • Collaborate with consultants to review and finalize drawings and technical specifications and obtain quotes for specialised work.
    • Prepare schedule of materials and schedule of labour where applicable.
    • Advise on appropriate contract types and identify potential contractors and suppliers.
  • Construction Supervision
    • Ensure project delivery meets approved timeline, budget, and quality standards.
    • Perform site visits for measurements, cost controls, and monitor construction costs.
    • Administer final measurements and prepare completion certificates.

Application Requirements

Interested individual consultants or consultancy firms are expected to submit the following:

  • A. Technical Proposal (not more than 30 pages excluding annexes/attachments)
    • Understanding of the Quantity Surveyor’s role.
    • Proof of experience in similar projects with a list of past and present clients.
    • Indicate years of experience; minimum 10 years post registration.
    • Submit CVs, academic and professional certificates.
    • Up‑to‑date practice licence from the Board of Registration of Architects and Quantity Surveyors.
    • Provide at least three certificates of completion or recommendation letters with contract information.
    • Any other supporting information.
  • B. Professional Fees Proposal
    • Breakdown of fees structured by time and input.
    • Budget justification, including estimated days and expenses for each phase.
    • Include all applicable taxes.
    • Specify terms and conditions of payment.

7. Terms and Conditions of the Proposal
  • AATF reserves the right to request additional information from each service provider.
  • AATF reserves the right not to appoint any proposal submitted.
  • Service providers shall not disclose proposal details to anyone not specifically involved, unless authorised by AATF.
  • Service providers shall not issue press releases or public statements about proposal details without prior written approval.
  • Service providers must declare any conflict of interest. AATF reserves the right not to consider any proposal where such a conflict exists.
8. Confidentiality Statement

All data and information received from AATF for the purpose of this assignment are to be treated confidentially and used only in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to AATF.
