Responsibilities
The Surface Ship Harvesting Project Analyst will play a key role in supporting Surface Ship Harvesting activities for the NAVSEA Surface Ship Readiness Directorate.
Surface Ship Harvesting is the systematic identification, removal, and preservation of reusable equipment and components from decommissioned U.S. Navy surface ships. These recovered assets—often mission‑critical or long‑lead‑time combat systems components
—are reintegrated into the fleet to reduce cost, mitigate obsolescence, and improve readiness.
* This position can be on‑site in either Norfolk, VA or San Diego, CA and will require 45% - 50% travel.*
- Support Harvesting Operations: Contribute to the planning and execution of all harvesting ship checks, on‑site harvesting events, and shipments of recovered equipment. Work as a member of the harvesting team to ensure safe, accurate, and efficient asset removal and documentation.
- Engineering and Technical Oversight: Provide engineering insight and technical expertise during harvesting evolutions at each INACTSHIPS regional facility, ensuring all recovered components meet NAVSEA guidance and fleet requirements.
- Critical Spares Management: Assist the Harvesting Team in managing, tracking, and maintaining the Surface Ship Critical Spares Inventory. Work closely with NAVSEA and the Harvesting Team Lead to ensure high‑priority components are preserved and ready for redistribution.
- Cost Savings & Reporting: Support the development of cost‑savings and cost‑avoidance metrics for each harvesting event. Prepare data and analysis for NAVSEA reports submitted to OPNAV resource sponsors.
- ILS and Obsolescence Research: Conduct Integrated Logistics Support (ILS) research to identify obsolescence risks and Long Lead Time Material (LLTM) issues for each surface ship class. Provide findings during and after harvesting events to inform fleet sustainment and modernization efforts.
- Education & Experience (one of the following):
- Bachelor’s degree,
OR - Associate's degree with 10+ years of relevant experience,
OR - High school diploma or equivalent with 12+ years of Surface Ship Class Combat Systems and/or Navigation experience
- 10+ years of documented technical knowledge and expertise in Surface Ship Combat Systems and Navigation systems/equipment.
- 4+ years of supervisory and managerial experience.
- 4+ years of experience communicating with senior naval officers and/or government civilian personnel.
- Prior Naval service and experience onboard Surface Combatant and other ship classes is required.
- Active Secret security clearance required.
- US citizenship required.
- Travel required - about 45% - 50%.
- Candidate must have excellent communications skills both written and verbal.
- Candidate should have extensive experience and be well versed in all Microsoft Office Suite products.
- Prior experience working onboard government facilities is preferred, not required.
- 2+ years of experience working with or at naval industrial activities or facilities.
- 2+ years of experience working with and directly supporting Navy government customers.
- 2+ years of experience with shipboard configuration systems (e.g., CDMD-OA) and other Naval Supply System databases.
