Job DescriptionThis opportunity is open only to individuals who currently hold an active U.S. Department of Defense (DoD) or NATO security clearance at the required level. Engagement will be under a 1099 / Business-to-Business (B2B) contractual arrangement — not a W-2 employment position. As this is a B2B / 1099 engagement, benefits such as health insurance, paid time off, and retirement plans are not provided.
Contractors are responsible for managing their own taxes, insurance, and other business obligations in accordance with federal and state requirements.
An experienced military planner or defense professional with extensive NATO exercise planning experience. The ideal candidate has worked on multi-domain exercises, coordinating across land, air, maritime, cyber, and space elements to ensure coherence and alignment with NATO’s force development objectives.
They must be skilled at synchronizing exercise schedules, integrating lessons learned, and providing planning support to multinational stakeholders. Familiarity with NATO doctrine, exercise planning cycles, and operational-level staff work is essential. Strong organizational and communication skills are required to manage diverse stakeholders.
Search Focus: NATO exercise planners with multi-domain coordination and force development expertise.
Support the development, refinement, and documentation of exercise-related campaign plans, concepts, and supporting products.
Participate in planning conferences, workshops, and coordination events, ensuring integration of warfare development themes and priorities.
Assist in implementing and refining Audacious Training Lines of Effort (enhancing realism, leveraging new technology/innovation, and acting on lessons learned).
Support identification, refinement, and documentation of Warfare Development in Exercise (WDiE) themes and candidate activities.
Support after-action review (AAR) and lessons-learned processes, drafting formal reports and recommendations.
Contribute to the development of rolling programs of work for WDiE and related initiatives.
Coordinate with NATO entities (e.g., SHAPE, JWC, JFTC, JATEC, JALLC), partners, and external stakeholders as required.
Track, consolidate, and report on branch contributions to NATO-level guidance (e.g., SACEUR’s Guidance on Education, Training, Exercises, and Evaluation (ETEE)).
Maintain records, schedules, and documentation repositories.
Provide regular progress updates to the designated Project Lead and COTR.
Directly support the Branch Head as required and represent ECAB at meetings and conferences both within and outside NATO boundaries, with anticipated travel requirements of up to 30 days per year.
Perform additional tasks as directed by the COTR that are consistent with the assigned labor category and within the scope of this contract.
Requirements- Bachelor’s or Master’s degree in International Relations, Defence/Strategic Studies, Political Science, Emergency Management, or related field; OR equivalent professional experience.
- Minimum of 5 years’ experience in military exercise planning, collective training, or defence transformation initiatives.
- Familiarity with NATO exercise planning processes and documents (e.g., NATO Warfighting Capstone Concept, Warfare Development Agenda, Bi-SC Collective Training & Exercises Directive, SACEUR’s Guidance on ETEE).
- Proven ability to draft professional-level planning documents, reports, and campaign plans.
- Proficiency with MS Office Suite and collaborative platforms.
- Experience coordinating with multinational or interagency partners.
