The City of Norfolk is seeking qualified candidates for the position of Reservoir Manager. This position involves managing the Division of Water Production’s Reservoir Management Program. Work is performed under the general supervision of the Water Resources Manager.

Responsibilities
  • Supervises and directs the reservoir staff of the Department of Utilities and the watershed and reservoir protection, inspection, and encroachment/permit use programs.
  • Assists in the resolution of water quality concerns as they pertain to the City's water supply reservoirs.
  • Assists in coordinating departmental environmental issues, including land use planning in reservoir drainage basins, reservoir management, and water quality management.
  • Supervises reservoir management personnel, trains new personnel.
  • Compiles and prepares reports as required; maintains appropriate records.
  • Coordinates the department's pier/bulkhead encroachment authorization program; performs on-site inspections.
  • Climbs ladders and stairs; bends, pushes, pulls, stoops, lifts up to 75 lbs., and stands for extended periods of time.
  • Performs related work as required.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Two years experience.

Desired Experience and Skills
  • Three to five years' experience.
  • Considerable knowledge of the principles and practices of biology, chemistry, and environmental sciences, as applicable to the protection of watershed properties and lake and reservoir management.
  • Knowledge of state and federal regulations relating to lake and reservoir management.
  • Knowledge of safety standards related to the operation of small boats.
  • Ability to analyze and interpret water sample results for routine parameters.
  • Ability to plan, organize, and direct the work of others including City and contract employees.
  • Ability to compile routine and technical reports relating to lake and reservoir management.
  • Ability to engage with the community and expand public outreach efforts and programs.
  • Knowledge of Virginia Pesticide application requirements related to use in aquatic environments.
  • Knowledge of erosion and sediment control requirements and regulations.
  • Ability to perform the physical aspects of this classification.
Required Qualifications
  • Valid Virginia driver's license.
  • Virginia Boater Safety certification.
  • Virginia Pesticide Applicators License is desired.
  • Ability to use web-based mapping programs such as Norfolk Air is desired.
  • Ability to use a laptop, Microsoft Office, and workorder program Lucity is desired.
Work Hours

Monday - Thursday 6:30 a.m. to 4:00 p.m., Friday 6:30 a.m. to 10:30 a.m.

This position is designated as an Essential position, which means you may be required to work extended, rotating, after-hours, nights, and/or weekends in response to emergencies and severe weather.
