Job DescriptionThis opportunity is open only to individuals who currently hold an active U.S.Department of Defense (DoD) security clearance at the required level. Engagement will be under a 1099 / Business-to-Business (B2B) contractual arrangement — not a W-2 employment position. As this is a B2B / 1099 engagement, benefits such as health insurance, paidtime off, and retirement plans are not provided. Contractors are responsible for managing their own taxes, insurance, and other business obligations in accordance with federal and state requirements.
A senior data specialist with a degree in IT, computer science, or information systems and over 10 years of experience in data modeling, repository design, ETL workflows, and BI dashboard/reporting development. They are proficient with SQL optimization, Oracle/MS SQL Server,and BI tools such as Power BI, Oracle BI, or equivalent.
The ideal candidate combines technical depth with strong stakeholder engagement skills, capable of translating complex requirements into robust BI solutions. Prior NATO or defense data governance experience is highly desirable.
Preferred Background:
Senior BI/Data Modelers with Power BI/SQL expertise and NATO project experience.
- Design, implement, and maintain logical and physical data models, schemas, tables, and relationships for enterprise-level systems (primarily IBM Engineering Lifecycle Management)
- Develop processes for importing, exporting, migrating, and linking data from multiple repositories, ensuring interoperability (e.g., via Requirements Interchange Format)
- Maintain metadata repositories, data dictionaries, and naming conventions for enterprise consistency
- Design and execute ETL workflows to extract, transform, and load data from diverse sources
- Conduct SQL tuning, query optimization, and performance diagnostics for Oracle and MS SQL environments
- Develop, customize, and maintain BI reports, dashboards, and visualizations using Power BI, Oracle BI, and related tools
- Create small-scale, purpose-built database applications (e.g., MS Access, File Maker, or web-based solutions)
- Support change and configuration management of data assets, ensuring documentation and version control
- Perform testing, validation, and troubleshooting of BI solutions, data pipelines, and database structures
- Ensure compliance with NATO, organizational, and regulatory data standards
- Collaborate with analysts, developers, system administrators, and stakeholders to translate business requirements into technical solutions
- Identify and automate repetitive data preparation and reporting tasks to improve efficiency
- Integrate data across systems to provide unified analytics and reporting
- Deliver user training, documentation, and support for BI and data tools
- Provide technical support for data systems and BI applications
- Contribute data modeling and analytics expertise to support capability development and operational decision-making
- Perform additional tasks as directed by the COTR related to the labor category

Requirements- 10+ years of progressive experience in data modeling, database administration, and BI development
- Minimum 2+ years of experience performing data modeling and BI tasks in IBM-ELM and IBM Db2 environments
- Expertise with enterprise data and analytic tools: IBM-ELM, IBM Rational Publishing Engine (RPE), Oracle, MS SQL Server, Power BI, Oracle BI
- Bachelor’s degree in computer science, information systems, or a related field (advanced technical certifications preferred)
- Experience with data integration, ETL, and interoperability using OSLC and ReqIF standards
- Proficiency in SQL, data analysis, and customization of enterprise applications
- Experience supporting full SDLC activities, including requirements, design, testing, and deployment
- Familiarity with Dev Sec Ops , CI/CD pipelines, and configuration management practices
- Strong communication skills and experience briefing senior stakeholders
