Domain-Specific C2 Specialist (NATO ACT)

Employer: Ironclad Defense Works (IDW)

Location: Norfolk, VA (HQ SACT) with limited travel to NATO nations

Contract: VANGARD, IFIB-ACT-SACT-26-01 (base 2026 with option years through 2030)

Advance domain-specific C2
—Air, Land, Maritime, Cyberspace, and Space—by developing requirements, concepts, and experimentation and by verifying dependencies/interoperability to plan, task, execute, and assess operations.

• Lead or support domain C2 requirements, CONOPS, architectures, and trials/experiments
  , ensuring interoperability across Allies and NATO agencies.
• Produce VANGARD deliverables under Task Orders; integrate feedback rapidly in a Just-in-Time model.
• Collaborate with multinational stakeholders and prepare executive-level briefings and documentation.

We’re hiring Senior, Expert, and Junior performers aligned to Annex E performance levels:

• Expert: Designs experiments, defines objectives, evaluates performance, coordinates diverse stakeholders (typically MSc/MA ).
• Senior: Leads bounded-to-complex scopes, stakeholder facilitation, training, and governance improvements.
• Junior: Supports studies, data collection/analysis, and drafting; presents evidence-based results.

• Citizenship: Must be a citizen of a NATO member nation

• Language: English proficiency at STANAG 6001 SLP 3333 (Listening/Speaking/Reading/Writing) or equivalent.
• Clearance:
  Active NATO or National SECRET (or higher); no waivers for on-site access.
• Passport:
  Valid NATO-nation passport with no travel restrictions to NATO nations.

You’ll contribute to NATO’s transformation through high-quality, JIT deliverables integrated with HQ SACT’s workforce.

• Type: Full-time, contingent on award;
  Firm-Fixed-Price deliverables under Task Orders.
• Work location: Primarily off-site;
  on-site at HQ SACT for key meetings and presentations.
• Travel: Occasional to NATO nations.
