Position Title: Community & Economic Development Specialist
Status: Full-time
Classification: Exempt
Reports To: Director/Deputy Director of Administration
Salary Range: Commensurate with Experience, up to $65,000.00

Purpose:
The Community & Economic Development Specialist supports the City’s economic growth and community development efforts by providing technical expertise, coordinating projects, and fostering connections with businesses, residents, and community stakeholders. This role combines economic development functions with community development and outreach responsibilities to enhance the City’s economic vitality, public engagement, and quality of life. The position supports the advancement of the city by designing, managing, and implementing programs that enhance the quality of life, stimulate investment, and strengthen the growth of the city.
Some early morning, evening, and weekend work will be required.
- Support strategies to attract, retain, and expand businesses within the city.
- Assist with economic development projects, including site preparation, infrastructure improvements, and incentive programs.
- Build relationships with local businesses, developers, and stakeholders to promote sustainable economic growth.
- Conduct economic and demographic research to inform City initiatives.
- Collaborate with regional and state economic development organizations to leverage resources.
- Support zoning and planning efforts to encourage economic development and guide land use and development decisions in keeping with community priorities.
- Plan, organize, and support public engagement initiatives such as workshops, forums, and community events.
- Serve as a liaison between the city administration, residents, businesses, non-profit organizations, and community organizations.
- Develop communication and marketing strategies to inform the public about City initiatives, programs, and events.
- Engage with community members through surveys and meetings to understand needs and build support for projects and funding.
- Use social media, newsletters, and other outreach tools to enhance public awareness and participation.
- Respond to community inquiries and provide technical assistance as needed.
- Research, apply for, and manage grants; coordinate with potential funders and partners to secure necessary resources.
- Monitor and support the administration of grants to ensure compliance with reporting and budget requirements.
- Review applications for economic development incentives and make recommendations on approval or compliance.
- Collect and analyze data on community needs and project impact, then prepare reports and recommendations.
- Create data-driven presentations for public forums and City Council meetings.
- Work with various stakeholders, including other government agencies, non-profits, and community groups to collaborate on development initiatives.
- Serve as clerk or liaison for boards, including the Community Improvement Corporation (CIC), Tax Incentive Review Council (TIRC), and other related boards.
- Prepare reports and materials for City Council, boards, and commissions regarding economic development and community outreach initiatives.
- Assist in analyzing project outcomes, grant performance, and community engagement efforts.
- Knowledge of economic development principles, incentives, marketing, and community engagement practices.
- Strong communication and public relations skills, including public speaking and community interaction.
- Ability to build and maintain relationships with diverse stakeholders.
- Proficiency in Microsoft Office Suite, social media platforms, and economic development software.
- Strong project management and organizational skills.
- Ability to plan, implement, and evaluate programs and events for both community engagement and economic development.
