The City of Roxboro (8,200) currently has an opening for a Wastewater Treatment Plant Chief Operator
. Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, Oxford, Greensboro, and Danville.
An employee in this class supervises the operators and mechanic in the Wastewater Treatment Plant for the City. Work involves supervision of maintenance and operational staff, purchasing parts and supplies, distributing and reviewing work, and personnel management duties including participation in hiring, performance evaluation, coaching, and safety. Assists the Wastewater Treatment Plant Superintendent as backup ORC. The employee is responsible to the State and EPA for compliance with rules and regulations including allowable discharges, limits, standards, and quality of water and wastewater and is subject to fines and higher-level penalties.
The employee is subject to hazards associated with mechanical and electrical equipment including working in both inside and outside environments, in extreme temperatures, and exposure to hazards such as loud noises, proximity to moving mechanical parts, electrical currents, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils; the position is considered a safety sensitive role. The employee may be required to wear a respirator and work in close quarters.
The employee may also be subject to the final OSHA standards on blood borne pathogens. Work is performed under supervision of the Wastewater Treatment Plant Superintendent and is evaluated through conferences, observation, review of records and reports and quality of water and wastewater generated.

- Plans, organizes, and supervises employees engaged in the operations, maintenance and repair of various mechanical, electrical, and electronic/instrumentation equipment at a wastewater treatment plant.
- Monitors and assigns work; determines priorities; and assures that wastewater plant is operating according to standards and in an efficient manner.
- Participates in the personnel processes for hiring, selection, promotion, disciplining, and training of employees.
- Provides input into equipment, supplies, and materials needed for the plant's operation during the budgetary processes; monitors expenditures of monies granted for the plant's operations.
- Authorizes purchases and requisitions of needed supplies and materials.
- Locates, prices, and orders necessary parts, equipment, and supplies.
- Handles questions and concerns from the citizens.
- Assists Wastewater Treatment Plant Superintendent with records required of the Operator in Responsible Charge (ORC); files required reports to Federal and State levels.
- Plans and/or conducts employee training programs related to safety procedures in the plant.
- Prepares reports on the plant’s sludge generation.
Job Duties
- Serves as ORC in absence of Wastewater Treatment Plant Superintendent.
- Represents the City in current regulatory issues as well as fact-finding issues for future needs.
- Serves as a Treatment Plant Operator on a shift if necessary.
- Performs related duties as required.
- Thorough knowledge of the operation and maintenance and repair of a wastewater treatment plant.
- Thorough knowledge of State and EPA rules, regulations, and requirements.
- Thorough knowledge of the tools, parts, methods, and materials associated with treatment plant operations.
- Thorough knowledge of the occupational hazards associated with plant operation and maintenance and repair and the related safety practices and regulations.
- Thorough knowledge of the principles involved with the treatment of wastewater and applicable regulations.
- Some knowledge of the operation and maintenance of applicable electronic instrumentation and equipment.
- Some knowledge of the organization's budgeting, personnel, and purchasing system.
- Ability to plan and supervise the work of employees including training, motivating, coaching, and evaluating work performance.
- Ability to plan work based on staffing and operational needs.
- Ability to establish and maintain effective work relationships with regulatory agencies, supervisors, employees and the general public.
- Ability to read and interpret plans and schematic drawings.
- Ability to prepare and maintain detailed records.
- Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
