Job Description Opioid Settlement Coordinator & Programs Manager General Statement of DutiesA self-starter who serves Davidson County as a coordinator and project manager for the Opioid Settlement Funds (OSF) ($23 Million +/- anticipated through 2040). In general terms this position will support “collaborative strategic planning” or “strategy #1” as outlined in exhibit A of the NC MOA.Additionally, this position is responsible for funds management, reporting to the Opioid Settlement Fund Committee (OSFC), local and state stakeholders as required by the governance manual and/or the opioid settlement MOA, coordinating service delivery and program efforts, keeping the mission and priorities of the OSFC, Board of County Commissioners, and other stakeholders at the forefront for all resource allocation.
The position will also assess existing, available opioid prevention and response efforts in the county to educate stakeholders and to prevent duplicative funding activities. Much of the work will be managed independent of regular supervision and requires a business-minded approach to problem solving, and execution of committee’s mission and goals.
Essential Job Functions
- Tracking and managing Opioid Settlement funding and programs (budget management)- Facilitating, organizing, and leading Opioid Settlement Fund Committee (OSFC) meetings
- Proactively engaging settlement contractors to ensure compliance with MOA’s and other spending agreements
- Monitoring settlement resolutions to ensure they are renewed or properly closed out when services or strategies conclude
- Provide initial screening of funding requests and vet according to the governance manual to determine requests that meet the criteria established by the settlement committee
- Guiding funding decisions based on available data
- Engaging key county service providers including, but not limited to Public Health, DSS, law enforcement, EMS to assess how settlement funds may support OSUD within their areas of work
- Data collection and analysis to identify community priorities and funding needs

Skills and Abilities
- Thorough knowledge of the NC Opioid Settlement MOA and other related guidelines
- Thorough knowledge of the functions of County government
- Thorough knowledge of complex principles and practices of program analysis and evaluation, development, and administration
- Ability to prioritize, manage, and coordinate multiple projects
- Ability to analyze and interpret policy and procedures and maintain confidentiality
- Ability to research, analyze and evaluate new service delivery methods, procedures and techniques
- Ability to effectively communicate and make factually supported recommendations, both orally and in writing
- Ability to analyze facts and prepare detailed documentation, recommendations and reports
- Ability to establish and maintain effective working relationships with county officials, associates, and the public
- Ability to effectively negotiate with various outside agencies and professionals
