Position OverviewThe Heavy Equipment Operator - Wastewater Repair Program functions as the primary transporter of materials, equipment, and refuse for each construction crew assigned to the Repair Program within the Sewer Maintenance Division. Crews within this program are tasked with repairing deficiencies found within the sanitary sewer collection system, as well as responding to emergency calls. In addition to transport functions incumbents also provide manual labor support for assigned work.

Scheduled working hours are Monday through Friday, 6:30 am to 3:00 pm
. This position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40. This role may be required to work extended shifts outside of normal business hours, such as weekends and/or holidays.
This position will report to the East Raleigh Operations Center, located at 1715 Wendell Blvd, Wendell, NC 27591.
Responsibilities- Daily vehicle and equipment inspections
- Haul materials, supplies, equipment, earth and refuse
- Maintenance and Operation of wide range of gas-powered small equipment
- Maintains and operates heavy equipment related to utility construction projects
- Assist with truck/supply room inventory
- Assist crew with all other work-related tasks
- Performs semi-skilled general maintenance with the proper tools and equipment for tasks, following established safety policies, procedures, applicable codes, and regulations
- Serves as lead worker by assigning work and monitoring work completion
- Operates and/or transports equipment, including heavy equipment as needed for various functions which may include grading/excavating, collection and removal of debris, refuse and/or snow; and/or material application and distribution. Plans routes and sets up work areas for safety and operational efficiency, may set up traffic control measures
- Operates, inspects, and maintains assigned equipment and tools to ensure safe operating conditions. Performs preventative maintenance, cleaning, routine repairs and/or replacement of parts, and monitors need for advanced repairs
- Plans, monitors and reviews inventory, resources and materials needs. Initiates orders for resources based on requirements, working with contract workers and trade specialists as needed by scheduling and coordinating repairs and maintenance services
- Sets up and tears down traffic control work zones and various safety equipment, including trench boxes, hydraulic shoring, and confined space equipment
- Completes various manual labor tasks such as cutting asphalt streets or concrete sidewalks, hand digging to locate buried utilities, loading/unloading heavy equipment, using gas powered saws to cut and remove damaged sewer pipes, installing new sewer pipes/fittings, replacement of sewer manhole rings/covers, back filling excavations, work site cleanup, materials hauling/disposal, and additional site restoration activities
- Supports the City’s emergency response in the event of inclement weather, including debris cleanup after severe storms or snow and ice response for Division facilities
High School diploma or G.E.D. equivalency and 1 to 3 years' experience in medium to heavy construction equipment operation or related work, such as:
- Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
- Landscaping: installer, maintenance, irrigation
- Mechanics: heavy equipment, HVAC, hydraulic systems
- Farming: manual labor, equipment operating
- Moving Company: labor, truck driver
- General Municipal Worker: utility inspector
- Tech School Student: mechanical
- Firefighter: full or part-time
