Wastewater Collection System Operator II/III - HEO (26-011)
Position for the Charleston Water System, level II/III for Waste apparent.
Position SummaryMaintains the wastewater collection system by cleaning, inspecting, installing, repairing, and replacing pipes and associated infrastructure. Operates heavy equipment such as backhoes, track-hoe tractors, bobcats, trenchers, etc., in the repair, rehabilitation or installation of sewer lines, manholes, vortexes, and other components.
Essential Functions- Remove or replace soil, water, material and/or debris from job sites using hand tools, backhoes or bobcats.
- Load, transport, unload and operate jackhammers, compactors, pumps, manhole coring equipment, pipe saws, cutters, rodding machines and other equipment.
- Operate motor vehicles and equipment including jet rodder/vacuum cleaning trucks, singular dump trucks and dump trucks with trailers of backhoes, track hoes, bobcats, etc.
- Load, transport and unload heavy equipment and excavated materials such as fill dirt, stone, base material, rock, asphalt, and concrete.
- Use mechanical cleaning equipment to clean sewerνε lines, manholes, pump station wet walls, and vortexes.
- Operate closed‑circuit television (CCTV) system; input inspection data into a database.
- Locate and identify inflow and infiltration sources (groundwater, storm water cross‑connections).
- Perform flow monitoring, smoke testing, dye testing, hydrogen sulfide monitoring, inflow & infiltration investigations, and sewer system evaluation surveys. Review GIS mapping for accuracy and completeness.
- Assist with repair or replacement of defective pipe, valves, air release valves, and other appurtenances.
- Measure, cut and assemble new pipes; perform routine maintenance and troubleshooting of equipment.
- Work during emergency conditions and maintain regular attendance.
- Conform to all CWS policies, procedures and environmental management system requirements.
- Valid South Carolina Commercial Driver’s License Class A required with tanker endorsement within the first six months.
- 24‑hour on‑call shift.
- Operate vehicles or equipment requiring a commercial driver’s license.
- Supervise the Collection System Supervisor in their absence.
- Perform routine maintenance on vehicles and equipment.
- Use construction drawings and grid maps.
- Perform other duties as assigned.

- Ascend/descend ladders to excavations; enter manholes (~2 inches diameter) up to 20 feet.
- Work in internal and external environmental conditions; noise requiring shout; hearing protection required.
- Lift up to 50 lbs single-handed; heavier loads need two-person operation.
- Subject to vibration and oscillatory movements.
- Operate computers/laptops in the field.
- Wear . protective equipment (PPE) as defined in the Job Safety Analysis (JSA).
- Grade 106:
Two years of general maintenance and construction experience in a utility environment; high school diploma or GED; skill in tools, materials, and equipment. - Grade 107:
Two years operating backhoes, track hoes, tractor‑trailer type motor vehicles; high school diploma or GED; skill in بعضها tools, materials, and equipment.
- Obtain a “D” wastewater collection system operator license within 2 years.
- Valid South Carolina Driver’s License required.
- Obtain a “C” wastewater collection system operator license within 2 years.
- Valid South Carolina Commercial Driver’s License Class A required with tanker endorsement within first 6 months.
- OSHA and department safety training as required.
- Skills‑based training.
- Standard operating instruction (SOI) per department requirements.
- ISO 14001 standards for department and company.

- Senior Collection System Manager.
- Grade 106 (Operator II): $49,192.00 – $73,798.40 ($23.65/hr – $35.48/hr).
- Grade 107 (Operator III): $52,873.60 – $79,331.20 ($25.42/hr – $38.14/hr).
- Hiring Bonus: $3,000 (if a valid CDL is held at time of hire); additional bonus $1,500 at hire and $1,500 after 6‑month orientation.
