Position: GENERAL ENGINEER with Security Clearance
Location: Minot Air Force Base

Duties
* Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of engineering.
* Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of general engineering and knowledge of architecture to ensure overall compliance with contracted specifications, schedules, etc.
* Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, program projects, and compete for funding in Air Force corporate processes.
* Performs work in facilities operations and maintenance (O&M) functions. Supports or serves as Activity Management Plan (AMP) Manager responsible for developing short and long range facilities and infrastructure priorities and requirements.
* Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Requirements Conditions of employment

* Must be able to obtain and maintain a Secret Clearance.
* PCS will NOT be paid IAW JTR and AF Regulations.
* This posn is subject to provisions of the DoD Priority Placement Program
* Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
* The work will require the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
* May act as project liaison with the Army Corps of Engineers or other design agencies as required.

* May be required to serve on A and E selection boards.
* This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
* Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
* Incumbent of this position is subject to the possibility of a random drug test.
* The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
* The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience of civil, mechanical and electrical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments;
Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings; knowledge of and familiarity with related fields of work such as architectural, civil, electrical, mechanical, structural and environmental engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
