The lab supervisor is responsible for the technical, and scientific oversight of the laboratory. The lab supervisor is not required to be on site at all times testing is performed; however, must be available to the laboratory on an 'as needed' basis to provide consultation.
The Medical Laboratory Director is qualified to serve as technical consultant/supervisor for Non-Waived tests. Other individuals that qualify include:
- Bachelor's degree in science with 4 years of training or experience, with 6 months spent acquiring proficiency in the subspecialty
- Must have a current Level I ND State License
- Requires a valid North Dakota Driver’s License and must maintain insurability with the GSHA’s insurance carrier.
- Selection of the test methodology that is appropriate for the clinical use of the test results.
- The lab supervisor selects the tests based on recommendations of the clinical pathologist and the medical staff.
- Verification of the test procedures performed and establishment of laboratory performance characteristics, including the precision and accuracy of each test and test system.
- Validation of new test method and quality of all tests are done per policy and manufacturers recommendations and are reviewed by the lab supervisor.
- Enrollment and participation in an HHS approved proficiency testing program commensurate with the services offered.
- The lab supervisor enrolls in the appropriate proficiency testing according to the test menu.
- Establishing a quality control program appropriate for the testing performed and establishing the parameter for acceptable levels of analytic performance and ensuring that these levels are maintained throughout the entire testing process from the initial receipt of the specimen, through sample analysis and reporting of test results.
- Quality control of all tests is done per policy in compliance with CLIA'88 regulation.
- Resolving technical problems and ensuring that remedial actions are taken whenever test systems deviate from the laboratory's established performance characteristics.
- Ensuring that patient test results are not reported until all corrective actions have been taken and the test system is functioning properly. Out of control sheets indicate problems incurred and the resolution that corrective action was taken or patient testing was sent to another accredited laboratory until the test system is functioning properly.
- Evaluation of the competency of all testing personnel and assure that the staff maintain their competency to perform test procedures and report test results promptly, accurately and proficiently. The procedures for evaluation of the competency for the staff must include, but are not limited to:
- Direct observations for routine patient test performance, including patient preparation, if applicable, specimen handling, processing, testing and request slips.
- Monitoring the recording and reporting of test results.
- Review of intermediate test results or worksheets, quality control records, proficiency testing results, and preventive maintenance records.
- Direct observation of performance of instrument maintenance and function checks.
- Assessment of problem-solving skills. This is a part of the job description for each personnel classification in the lab. Additionally, this is assessed through the QA program per individual category as it applies to the employee.
- Evaluating and documenting the performance of individuals responsible for Non-Waived testing at least semi-annually during the first year the individual tests patients’ specimens. Thereafter, evaluations must be performed at least annually unless test methodology or instrumentation changes, in which case, performance must be re-evaluated to include the use of the new test methodology or instrumentation.
- Maintain adequate, competent staff and work schedule.
- Checking equipment, supplies, reagents and general inventory and ordering.
- Keeping policies and procedures up to date.
- Blood Utilization Review. Reports to CQI quarterly.
- Arranging for continuing education and pathologist visits.
