Location: Watford City

Reporting to the Jail Administrator, the Program Manager directly supervises and oversees all program functions within the facility. This position is responsible for planning, coordinating, implementing, and evaluating therapeutic, educational, and recovery-based programming for residents/inmates. The Program Manager ensures programs operate in accordance with the McKenzie County Correctional Facility's best practices in correctional programming. Level and salary commensurate with experience.

Program Planning, Coordination & Delivery
  • Assist in planning chemical dependency counseling programs and coordinate delivery of services for inmates/residents.
  • Assist in maintaining a robust Therapeutic Community (TC) within the facility and work closely with correctional staff to support a peer-driven, pro-social living environment.
  • Utilize appropriate assessment tools to ensure residents/inmates are placed in programs based on risk factors and applicable state/county requirements.
  • Recommend program modifications as needed to support resident/inmate progress and enhance program effectiveness.
Case Management & Documentation
  • Maintain accurate inmate/resident records, including participation logs, case notes, evaluations, and statistical feedback.
  • Compile, analyze, and submit reports and documentation as required.
  • Develop an Individual Progress Summary for each inmate/resident upon program completion and submit copies to agencies requesting them.
  • Conduct file reviews to ensure completion of class assignments and adherence to established criteria.
Supervision & Training
  • Supervise program functions, treatment functions, courses, and participants, ensuring adherence to program goals and facility expectations.
  • Instruct, mentor, and support staff and program facilitators in program methods, procedures, and best practices.
  • Recommend and conduct training to develop, maintain, and improve proficiency in program delivery, evidence-based practices, and emerging trends.
  • Foster collaborative working relationships with all program providers and custody staff.
Safety, Security & Conduct
  • Assist in promoting the development of positive social skills by modeling appropriate behavior and intervening when inappropriate behavior occurs.
  • Maintain accountability of program provider, residents/inmates, and program property; consistently adhere to safety and security procedures.
  • Apply trauma-informed practices, particularly when working with female inmates.
  • Coordinate or participate in transition meetings, staff meetings, and Sergeant meetings to support residents/inmates preparing for reentry.
Community & Agency Coordination
  • Assist facility leadership and program providers with building and maintaining community partnerships that support transition and reentry.
  • Maintain class rosters in accordance with established guidelines.
Other Duties
  • Perform other duties as assigned. Employees may be required to perform tasks outside of their core responsibilities, but these tasks are typically expected to be reasonable and related to the job. This will allow for flexibility and for unexpected or temporary needs of the facility.
At least one (1) year of full-time professional experience in one or more of the following:
  • Correctional programming
  • Counseling or case management
  • Substance abuse or recovery services
  • Human services or social services
  • Behavioral health or therapeutic environments
  • Experience working with justice-involved individuals, at-risk populations, or individuals in recovery.

Associate’s degree in Human Services, Behavioral Sciences, Social Work, Psychology, Criminal Justice, or related field.

Two (2) or more years of experience in a correctional facility, residential program, treatment center, or community-based agency working with adults in treatment or transition programs.

Experience in:
  • Program coordination or program management
  • Treatment planning and case management
  • Behavioral health or recovery-based models
  • Therapeutic community (TC) environments
  • Report writing, documentation, and compliance tracking
    • A combination of relevant education and professional experience may be accepted in lieu of a degree on a case‑case basis.
    • Licensure:
      Valid North Dakota driver’s license with an acceptable driving record (may be waived by management).
