Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
  • We are seeking a self-motivated Senior Engineer to serve as the Instrument & Control (I&C) Engineer who will participate in planning, specifying, scheduling, designing, implementing, and commissioning facility and infrastructure design changes  I&C Senior Engineer must evaluate existing conditions and devise upgrade designs for highly regulated nuclear facilities. The engineer will also prepare designs for communication systems, including standard phones, voice over IP phones, data networks, outside plant design, inside plant cabling, public address, and security system interface coordination with NNSS security contractors.

    Network designs will be coordinated with MSTS IT to ensure compatibility with their systems. Familiarity with DOE or NRC regulated design changes is desirable but not required.
  • Key responsibilities include supporting validation and verification of software for customer systems (IEEE 1012) and related electrical, network, and control system considerations; implementing designs to meet DOE-STD-1195 for Safety Instrumented Systems at DOE nonreactor facilities; designing network diagrams, plan layouts, control schematics, and subcontractor specifications; providing technical oversight of subcontracted designs; and collaborating with external partners and other disciplines to achieve mission objectives.
  • Serve as an advisor to management and other personnel on difficult technical issues; participate in business development by defining customer needs, developing proposals, and planning projects; work with customer personnel to ensure needs are clearly defined; and help ensure deliverables meet objectives.
  • Apply knowledge to implement innovative solutions in new technical areas.
Qualifications
  • Bachelor’s degree in an engineering program accredited by ABET for Civil, Mechanical, or Electrical engineering, or a calculus-based STEM engineering degree, or Professional Engineer license.
  • At least 5 years of relevant experience; candidates with graduate research experience may receive recognition for additional depth.
  • Design skills to support projects involving cable and conduit installation, field engineering, control system installation during sustained facility operation, testing and commissioning, and reconciliation of existing field conditions with design drawings.
  • Knowledge of requirements traceability, control system component specification, sub-contractor technical interface and oversight, field engineering support for construction and retrofits, motor controllers and VFDs, SCADA/DCS/system integration, PLCs, RTUs, Web Relays, and IoT devices. Familiarity with Ignition software is a plus.
  • Ability to interpret codes and standards within the discipline. Prior DOE complex work experience is preferred but not required. Previous project engineering experience and project management experience are preferred; PMP is a plus.
