Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our mission is to help ensure the security of the United States and its allies by providing high‑hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.

Responsibilities
  • Meet established organizational and nuclear regulatory requirements (e.g., CD-, Training Program Manual, DOE O 426.2A).
  • Review and update training materials to maintain compliance with frameworks and evolving best practices.
  • Develop subject matter expertise in guidelines and tools to support program implementation, identify gaps, and provide feedback to stakeholders.
  • Implement specialized training programs using the Systematic Approach to Training (SAT) framework for Radiological Control (RADCON), Nuclear Material Control & Accountability (NMC&A), and Safeguards & Security.
  • Conduct comprehensive needs, job, task, and content evaluations for RADCON, NMC&A, and Safeguards & Security to inform design and strategy.
  • Collaborate with managers to identify training priorities and develop tactical plans, ensuring resources and deadlines are met.
  • Utilize project management tools to monitor progress, identify risks, and implement corrective actions.
  • Maintain a roadmap for training programs, aligning with long‑term objectives and workforce strategies.
  • Create and implement evaluation frameworks (assessments, performance metrics) to measure effectiveness and identify improvements.
  • Drive innovation by researching and integrating advanced learning technologies and instructional design methodologies.
  • Coordinate cross‑functional teams, vendors, and external partners to execute large‑scale learning initiatives.
  • Conduct program reviews to assess effectiveness and adjust tactics with leadership.
  • Manage training records and ensure regulatory compliance with data accuracy.
  • Provide strategic input on leadership development, change management, and team‑building.
  • Represent the training organization in key strategic meetings to align goals with organizational objectives specific to nuclear operations.
Qualifications
  • Bachelor’s degree in education, training, instructional design, adult education, or related field, or equivalent experience; plus at least 5 years of professional experience.
  • Highly preferred:
    Master’s degree; minimum 5 years of experience in training program design, delivery, and management within a highly regulated industry, preferably nuclear; demonstrated experience in nuclear training or a Nuclear Navy background.
  • Advanced knowledge of project management methodologies (e.g., Agile, Waterfall).
  • Learning Management System (LMS) experience.
  • Ability to develop and execute tactical plans that align with organizational strategies.
