Responsibilities
This position is a key member of the finance team and reports directly to the city’s Chief Financial Officer. Under limited supervision, assists in overseeing the city’s financial activities, including financial reporting, payroll, accounts payable, fixed assets, cash flow and investment management, grant reporting, audit preparations, and providing financial analysis to leadership on fiscal health and long‑term planning. In addition, ensures security and regulatory compliance, assisting with policy development, and managing projects related to the financial software system.
Performs supervisory duties which include assigning workloads, setting work schedules, and directing and overseeing the work of accounting, payroll, and accounts payable staff, selecting new employees, recommending transfers/promotions, discipline, termination, salary increases, and appraising employee performance.
Participates in and assumes responsibility for various departmental programs, including contract management, cash management, financial statements, general ledger, accounts payable, revenue, payroll, procurement process, purchasing, grant accounting, and fixed assets.
Performs internal audit functions to ensure the effectiveness of internal controls. Evaluates internal control systems and current operating procedures, recommends and develops formal policies and procedures, and monitors compliance.
Assists in the preparation of the City’s Annual Comprehensive Financial Report and provides benchmarking to measure the effectiveness of city programs. Organizes discussions, performs analysis, and assists in preparing financial statements and notes. Assists with coordinating and facilitating formal external financial audits.
Assists with reviewing and analyzing revenue streams and expenditures to ensure completeness and accuracy and to identify any anomalies. It includes investment advice, portfolio management, cash management, and new financing.
Supervises the analysis of receipts, disbursements, and future cash requirements. This includes posting entries into the City’s financial system, developing recommendations for banking actions, and coordinating wire transfers, electronic payments, and account transfers.
Assists with the overall administration of the financial software system used by various departments to ensure the integrity of financial data. Provides training and support to departments in utilizing the software and actively seeks opportunities for continuous improvement of departmental processes.
Responsible for the timely filing of quarterly and annual reports to county, state, and federal agencies, while assisting in their preparation. The position requires planning, organizing, controlling, and integrating the work of outside consultants for special projects and studies.
Assists with the development and implementation of various City departments’ goals, objectives, policies, procedures, and priorities; assists and participates in the preparation of programs, projects, and reports relating to current and long‑range goals of the City and departments.
Performs related duties as required.
All employees of the municipality shall learn the emergency operations procedures for their respective department and position, and execute these duties fully during times of emergency. This may or may not include assignment to the Emergency Operations Center (EOC).
Education and Experience- Bachelor’s degree in Accounting, Business Administration, Finance, Public Administration, or related field
- Six (6) years of accounting experience, including at least three (3) years of supervisory experience; governmental accounting and financial reporting experience is preferred.
- Preferred: CPA or CGFO/CGFM
- The City retains the right to determine equivalencies.
- Any certifications not possessed at hire, must be obtained before the employee is removed from probation in order to continue employment with the City.
Must be physically able to operate a variety of machines and equipment including a computer, telephone, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.
Must be able to lift and/or carry weights of ten to twenty pounds.
