General Description

Reviews new bills and changing laws to determine how legislation may impact the City, conducts research, aids in preparation of responses to and creation of new proposed legislation. Works with the City Lobbyist and Commissioners to track and monitor the progress and outcomes of legislation affecting the City. Work is performed under the general direction of the City Manager.

Essential Job Functions
  • Tracks, monitors, and analyzes new legislation initiatives or proposal that affect the City and prepares summaries to inform the City Manager and Commission.
  • Obtains, analyzes, and organizes information on legislation.
  • Researches and composes reports on legislative issues.
  • Briefs the City Manager and all appropriate staff issues coming before commission committees or commission.
  • Initiates and directs research and special studies and projects in needed areas, as assigned.
  • Prepares letters to Commission, constituents, other memoranda, and reports.
  • Confers with department and division heads, other agencies, and organizations.
  • Attends City Commission meetings, staff meetings, committee meetings, and conferences.
  • Performs other related duties as assigned.
  • Completes special projects as needed.
  • Reviews and responds to and makes recommendations concerning incoming correspondence, memoranda, reports, and similar material.
  • Files and maintains records.
  • Acts as liaison between City Commission and the City lobbyist.
  • Manages the City lobbyist contract.

Knowledge/Skills/Abilities
  • Knowledge of research techniques and available sources of current information in the area of assignment.
  • Knowledge of the principals and practices of modern office practices.
  • Knowledge of public relations principles and practices.

Ability to exercise judgment and discretion in devising, installing and/or interpreting City rules, regulations, policies, or procedures.
* Considerable knowledge of Business English, Spelling and Business Arithmetic.

  • Considerable knowledge of office procedures, practices, processes, systems.
  • Knowledge of City government, organization, and operations.
  • Ability to carry out complex verbal, written instructions, and complete work independently.
  • Ability to express ideas and information clearly and concisely, both verbally and in writing.
  • Ability to discern and extract pertinent facts from verbal and written guidelines, policies, and procedures, and apply these to a variety of problems.
  • Analysis skills required.
  • Ability to perform highly detailed work under strict deadlines.
  • Highly organized.
  • Ability to maintain confidentiality and trust in a sensitive work environment.
  • Ability to establish and maintain effective working relationships with elected officials, coworkers, the press, the general public and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity or sexual orientation.
  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all City ethics and conflicts of interest policies.
  • Strong understanding of ethical behavior is required.
  • Ability to maintain regular and punctual attendance.
  • Ability to report to work as directed during an emergency as an essential employee of the City of North Port.
Education and Experience
  • Associates Degree from an accredited college or university in Public or Business Administration or other related degree.
  • One to three years of demonstrated successful experience relevant to the major duties/essential function of the position.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications
  • Possession of or ability to obtain a valid Florida driver’s license by date of hire.
Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee’s official job description.

Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
