Licensing Enforcement Officer

An exciting opportunity to join Regulatory Services in West Northamptonshire Council.

• Enforce licensing legislation across various acts including the Licensing Act 2003, Gambling Act 2005, Local Government provisions 1976 & 1982, Animal Welfare Act 2018, Scrap Metal Dealers Act 2013.
• Process licence applications, conduct hearings, produce legal notices and reports.
• Determine licence applications, advise businesses, investigate complaints, and take enforcement action where appropriate.
• Collaborate with external partners such as Northamptonshire Police, regulatory partners, and attend committee hearings, court appeals, and prosecutions.
• Assess vehicles, cooperate with vets on animal welfare assessments, and conduct joint operations and site inspections.

• Working awareness, knowledge, and understanding of Local Authority Licensing legislation and its application.
• Ability to use legislation to support enforcement.
• Experience dealing with customers in a regulatory environment promoting legal requirements and good practice.
• Capability to plan and manage workload to meet legislative and corporate deadlines.
• Proficiency in information technology as applied in the workplace.
• Excellent communication skills with the public, applicants, partnership agencies and Council members.
• Initiative and teamwork orientation, with willingness to work outside regular hours for hearings, inspections, joint operations, and complaint investigations.
