Under general direction and within guidelines set by policies, rules, and regulations, this position is responsible for performing professional civil engineering work and review in the planning, design, construction and inspection of streets and traffic control systems, storm drainage, and other public infrastructure or facilities governed, regulated or required by the City of Northport Subdivision Regulations, zoning ordinances.

ESSENTIAL JOB FUNCTIONS Operations
  • Performs engineering review of documents and submissions to the City or Northport relating to the planning, design, construction and inspection of streets and traffic control systems, storm drainage, and other public infrastructure or facilities governed, regulated or required by the City of Northport Subdivision Regulations and the City of Northport zoning ordinances, and applicable federal, state, and local laws and regulations.
  • Offers assistance to developers, engineers, and other persons or parties in successfully conforming to City of Northport Subdivision Regulations and zoning ordinances.
  • Reviews plans of residential subdivisions and commercial land developments to ensure compliance with the City’s subdivision regulations and zoning ordinances, and applicable federal, state, and local laws and regulations.
  • Works with developers, engineers, surveyors, contractors and property or business owners to successfully assist them through related City of Northport codes and regulations.
  • Examines City of Northport engineering documents related to building permits.
  • In accordance with the City’s subdivision regulations and zoning ordinances, reviews Master Plans, Preliminary Plats and Final Plats for engineering conformance to City regulations and ordinances.
  • Suggests changes, revisions and improvements to the City of Northport Subdivision Regulations and zoning ordinances to ensure that they are current, applicable and consistent with current engineering related practices and matters.
  • Attends Northport Planning Commission meeting and Northport Zoning Board of Adjustment meetings as directed.
Administration
  • Prepares letters, memoranda, and other written correspondence relative to planning and engineering matters.
  • Assists in continuous upgrades to subdivision regulations, erosion control ordinances, and permitting processes.
  • Attends City Council meetings as directed.
Other Duties
  • Assist in the maintenance and updates of the City’s G.I.S. (Geographical Information System), including revisions to city limits, zoning boundaries, location of city utilities, and water system modeling.
  • Performs other reasonably duties in a safe manner as assigned by immediate supervisor or other supervisors as required.
Education and Experience

Bachelor’s Degree in Civil Engineering from an accredited college or university; experience in computer systems, including computer aided drafting, mapping, and G.I.S.; experience in municipal residential and commercial subdivision engineering design and construction is required; or an equivalent combination of education and experience.

Special Qualifications
  • Possession of a valid, State of Alabama driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
  • Must be a licensed Professional Engineer (P.E.)

  • Knowledge of City ordinances, policies, and procedures.
  • Knowledge of modern office practices and procedures.
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint, and other similar programs).
  • Skill in planning and organizing work.
  • Skill in utilizing such office equipment as a calculator, typewriter, facsimile machine, and copier.
  • Skill in interpersonal relations; establish and maintain effective working relationships with fellow employees and the general public.
  • Skill in verbal and written communication.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry, word processing, and/or accounting purposes.
