Quantity Surveyor
Location:
Norwich (with site visits as required), Non hybrid or WFH.
Salary circ £50,000 - £55,000 per annum
Initially on a temporary contract basis until 31 March 2027.
Job Purpose
The Quantity Surveyor will be responsible for the effective commercial management of building and environmental service contracts delivered by our Norwich based environmental & property maintenance company. This includes repairs, void property works, damp remedial projects, and environmental services such as Grounds Maintenance, Street Cleansing, pest control, and cleaning services.
The role ensures that all works are accurately specified, measured, and valued using the NATFED Schedule of Rates and Environmental schedule of rates, while maintaining financial control and ensuring value for money.
The role has responsibility for contract management of subcontractors engaged to deliver works including agreement of scope, variations, monitoring quality of work, budgetary/cost control, payments and risk management.
The postholder will drive both value for money and continuous improvement of our processes and service delivery.
Key Responsibilities
• Prepare, review, and manage cost estimates and valuations using the NATFED Schedule of Rates.
• Prepare, review and manage JCT [and other similar commercial mechanisms] contract mechanisms.
• Assess and price works relating to:
o Responsive repairs
o Void property refurbishments
o Damp and remedial works
o Environmental services (pest control, cleaning, grounds/park maintenance)
• Conduct regular site visits to:
o Monitor progress of works
o Verify measured submissions
o Ensure compliance with specifications and agreed rates
• Evaluate contractor claims and applications for payment, ensuring accuracy and legitimacy of quantities and rates.
• Carry out post-inspection checks on completed works to validate quality, completion, and cost claims.
• Liaise with operational teams, contractors, and stakeholders to resolve discrepancies and ensure smooth delivery of services.
• Maintain accurate records of measurements, valuations, and financial reports.
• Support budget management, forecasting, and cost control activities.
• Identify cost-saving opportunities and efficiencies across service delivery.
• Ensure compliance with company procedures, contractual obligations, and relevant regulations.

Essential Requirements
• Proven experience in a Quantity Surveyor role, ideally within building maintenance, social housing, or local authority services.
• Strong working knowledge and practical application of the NATFED Schedule of Rates.
• Experience in measuring and valuing works across repairs, voids, and remedial projects.
• Demonstrable experience in assessing contractor applications, claims, and valuations.
