Job Description
To be responsible for the management of the council’s technical statutory responsibilities in relation to domestic and commercial electrical testing, LOLER, fire alarms, renewable energy equipment, and associated maintenance and servicing.
To ensure a comprehensive approach is developed to the reduction of risk, and the council’s responsibilities are discharged in areas where the post holder has responsibility for this function.
To provide a customer focused service for internal and external customers which is focused on excellent delivery, service improvement and maximising efficiency.
To contribute to the delivery of an effective and focused property/asset management service for the council.
Key service‑related accountabilities- Ensure the council’s compliance, statutory obligations and regulatory undertakings are delivered with regards to health and safety compliance for, but not limited to, LOLER, EICR’s, communal lighting and fire alarm systems, individual fire alarms etc.
- Ensure the council has in place a comprehensive and current survey of its risks in relation to electricity and that effective plans are in place for the management and reduction of its risks in line with its policies and procedures.
- Ensure that all remedial/follow on works are undertaken on a risk basis; that the service, testing and inspection process is fit for purpose, and the records and certification are appropriately recorded, and that data is validated and up to date.
- Act as the lead point of contact for electrical safety issues, including liaising and working with internal and external stakeholders, and providing specialist advice to other colleagues to support the delivery of their duties.
- Provide as required detailed technical advice on the requirements in relation to electrical safety and ensure that the approach to risk reduction is in line with best practice. Provide advice, support and guidance on the detailed specification, and scoping of electrical related works to ensure they match the council’s requirements.
- In line with the electrical safety management provide specialist support and input into the development and delivery of the investment and new build programme, to ensure it maximises efficiencies and the long term value of the investment made to the council and its customers.
- Work collaboratively and support other colleagues (as required) to deliver Team Plans, Corporate Plan and emergency and recovery plans.
- Take a collaborative approach to delivering support across the team/service, supporting colleagues to deliver positive outcomes beyond traditional service boundaries where required and directed by encouraging the sharing knowledge, experience and resources across teams in the council.
- Contribute and support the development and delivery of the Council’s strategies and policies as required.
- To work on cross cutting corporate issues/projects as required.
- To work collaboratively with colleagues across the council to promote a culture of continuous improvement and good governance.
- Robust and relevant level of understanding of current electrical regulations, electrical safety procedures, RIDDOR procedures and EICR, LOLER requirements etc.
- Thorough working knowledge of H&S at Work 1974, Electricity at Work Regulations 1989 current Wiring Regulations BS7671, I.E.T.18th Edition and relevant preceding regulations.
- Excellent knowledge of CDM (Construction Design Management) Regulations and other related housing regulations/ law and how they apply within the context of statutory health and safety compliance.
- Excellent knowledge of current Wiring Regulations BS7671, 18th Edition and preceding regulations.
- Knowledge and understanding of qualifications of personnel who can work on fixed and mobile electrical installations.
- Knowledge of the key responsibilities of the council and how it will fully comply with statutory requirements relating to electrical safety.
