Position: Housing HMO Inspections Officer

About the Role

We are looking for a highly motivated and professional HMO Inspector to join our Private Sector Housing (PSH) and HMO Team. This is an exciting opportunity to play a key role in ensuring housing standards are met and residents live in safe, compliant homes.

As an HMO Inspector, you will deliver a high-quality regulatory service, carrying out inspections of Houses in Multiple Occupation (HMOs) to ensure compliance with licensing conditions, management regulations, and housing standards under the Housing Health and Safety Rating System (HHSRS). You will prepare reports, issue notices, and take enforcement action where necessary to secure improvements.

Key Responsibilities

  • Inspect licensed and unlicensed HMO properties to assess compliance with statutory and council standards.
  • Develop and manage inspection programmes and maintain a varied caseload.
  • Investigate breaches of housing regulations and take appropriate enforcement action, including preparing statutory notices and supporting legal proceedings.
  • Provide clear, professional advice to landlords, property owners, and tenants on housing standards and management obligations.
  • Work collaboratively with internal teams and external partners to deliver positive outcomes.
  • Keep up to date with legislation and best practice to ensure professional competence.

About You

We are looking for someone who is:

  • Experienced in housing standards, property inspections, or regulatory enforcement.
  • Knowledgeable about HMO licensing, housing legislation, and HHSRS.
  • Able to manage a busy caseload and meet strict deadlines with minimal supervision.
  • Skilled in communication and customer service, with the ability to provide clear advice to a range of stakeholders.
  • Committed to continuous improvement and delivering excellent service.
