Hybrid & Flexible Working | Norwich City Council

Make a real difference to people’s homes, health and lives.

Norwich is a vibrant, growing city with one of the highest proportions of private rented homes and HMOs in the region. A strong student population, diverse rental sector and complex housing stock mean housing regulation here is challenging, visible and genuinely impactful.

We are seeking an experienced PSH and HMO Team Leader and 2 x Career Grade PSH and HMO Enforcement Officers to join our specialist team and help drive up standards across the city’s private rented sector.

Career Grade PSH & HMO Enforcement Officer

This is an exciting opportunity to develop your career through a structured progression pathway while working on a varied caseload, conducting inspections, investigating complaints, and taking enforcement action where necessary. You'll work alongside experienced professionals, gain specialist knowledge, and contribute directly to creating safer, healthier homes for local residents.

Why Norwich?

Norwich offers a housing enforcement environment few councils can match. You will work at the sharp end of regulation, dealing with:

  • A high concentration of HMOs, including large and complex shared accommodation
  • A fast‑moving private rented sector with variable standards and real public health risk
  • Challenging, high‑risk cases where sound judgement and robust enforcement matter
  • A clear corporate appetite for decisive action, including the use of civil penalties and prosecution
Progression, development and flexibility

At Norwich City Council, we are committed to building a sustainable, skilled enforcement workforce. We offer:

  • Hybrid and flexible working, balancing site work, office collaboration and home working
  • Structured training and CPD support
  • Opportunities to develop specialist expertise and contribute to service improvement and policy development
  • Clear scope for career progression and long‑term development

If you are looking for challenging, meaningful housing enforcement work — in a city where private rented housing and HMO regulation truly matter — we would welcome your application.

Bring your experience. Use your judgement. Make a visible impact in Norwich.
