Senior Licensing Officer

Looking for a licensing role that is more than processing applications?

We're seeking an experienced Senior Licensing Officer to play a pivotal role in delivering and shaping the Council's licensing and registration services. This is a hands‑on operational role that combines technical expertise, people management, enforcement activity and strategic influence.

You will manage a small team of professional and technical officers, take the lead on complex and high‑profile cases, advise Members at committee hearings, represent the Council in court proceedings and help shape future licensing policies. No two days are the same.

• Prepare reports and present professional advice to Licensing Committees and Sub-Committees.
• Represent the Council in Magistrates’ Court, appeals and enforcement proceedings.
• Work closely with Norfolk Police and partner agencies on operations that support public safety and the night‑time economy.
• Take an active role in investigations, compliance work and frontline enforcement activity.
• Build strong relationships with businesses, Members, communities and responsible authorities.
• Contribute to the development of licensing policy, service improvements and future strategic priorities.

You will be a confident licensing professional with strong technical knowledge, excellent judgement and the ability to build effective relationships. You will enjoy solving complex problems, supporting colleagues and making a visible contribution to safer, vibrant communities.

A degree or equivalent qualification relevant to the service.
