Job Description

Support the Strategic Procurement Manager in leading and delivering a high-quality procurement service across the Council. You will manage Procurement Officers, provide expert procurement advice to senior stakeholders, drive compliance with procurement legislation and Contract Procedure Rules, and play a key role in delivering the Council's Procurement Strategy, Contract Management Framework, and wider corporate objectives. Working closely with service areas and leadership teams, you will ensure effective, customer-focused procurement solutions while contributing to both the strategic direction and operational management of the Procurement function.

Proactively support the Strategic Procurement Manager in leading the delivery of procurement via the business partner model.

To fully understand the business and its customers. Act as a key point of contact for stakeholders taking ownership for all procurement matters to be able to provide appropriate support, insight and challenge, alongside a comprehensive professional procurement advisory service.

Requirements

Ensure that all procurement activities are carried out consistently across the council in support of fulfilling the legislative duties and Contract Procedure Rules requirements. Including supporting the delivery of:

  • Procurement Strategy
  • Contract Management Framework
  • Any other key corporate strategies and plans

Actively participate and be part of both departmental management teams and project teams, ensuring that all procurement matters are addressed satisfactorily and actions agreed to address any issues.
¿ Managing the provision of high-quality, professional and customer focused procurement support to executive and senior leadership teams and service managers.

This role shall deputise for the Strategic Procurement Manager and will assist the Strategic Procurement Manager in both the operational and strategic procurement support to Norwich City Council.

To manage the procurement officers.

To support line management of Procurement Support Officers as requested.
